They needed the scouter Raditz had brought to test it.
Bulma also wanted to know how much the two had improved, so she was naturally happy to help.

"Then, Lord Kami, if we revive Goku now... what will happen?"
"Goku has already reached Lord King Kai's place. Even if he is revived, he will be revived there."
"So that means we can revive him early?"
"In theory, yes. King Kai's trial has already been completed, so Goku no longer needs to maintain the status of a dead person. But what I want to ask is, Gohan, why do you want to revive Raditz?"
Hearing the question, Son Gohan answered, "Because training needs a goal. Uncle Piccolo and I need to know the strength of those two Saiyans, and Raditz knows all that information."

Son Gohan nodded earnestly. He knew Raditz still had a little familial affection for his family, even if it was not much.
Still, he should be better than Vegeta. Vegeta could be redeemed, so why couldn't his uncle Raditz join the protagonists' side?
"If that is the case, then summon Shenron directly. I will contact Goku and Lord King Kai."
