He would meet with his people and bring news of the worlds beyond.
The entirety of Gamma World erupted in cheers.
Yet amid those cheers were fears of the unknown and expectations for the future.
The towering, perfect Utopia provided the entire planet with 100% comfort.
Magnificent buildings like hanging gardens stood in orderly rows, while carefully arranged factories and production workshops filled the world.
There was none of the oppressive, rigid steel of the Imperium here. Instead, vitality surged everywhere.
Before Cisrain left, Kandel, Minister of Education, and Mina, Minister of Finance, had devoted tremendous effort to domestic education, teaching the citizens and enlightening their minds.
A councilor rose to speak. "Isn't it too extreme to put things like claiming ourselves as children of the Golden Age, restoring the glory of humanity's ancestors, and human supremacy into the education system? I think it is."
"You call that extreme?" Mina looked at him coldly. "If you didn't know this planet's history or hadn't seen the situation outside, it might be understandable. But you do know all that. To raise such meaningless objections at a time like this makes you malicious. And another thing: the governor may be merciful, but that doesn't mean I am. Question the direction of our civilization's survival again, and I'll stuff the brains of you and your family into the second Synapse Condenser."

She watched him leave in disgrace.
Mina lowered her head and picked up her signing pen. There were always self-righteous old fools who stepped forward, hoping to steal the Empire's benefits and place their own interests above everyone else's. Yet they failed to understand that if civilization itself could not survive in the universe, what did any of them amount to?
The governor was still too merciful.
People like that should have their brains removed and stuffed into a Synapse Condenser as wetware, while their bodies were sent to screw bolts in factories assigned by the Post-Mortem Employment Center. That way, nothing would go to waste.
"Miss Mina, the governor has returned."
"I know."
After signing off on the last [Sacred Khala Entry List], Mina casually handed it to her secretary. "Revoke that councilor's residency rights in Utopia and throw him out. Tell those people claiming to be Rogue Traders who came to Gamma World that if they dare reach out and test us again by any means, if they try to seize this planet's political power, then even if the governor does not permit it, I will kill them. Reply with those exact words."
No matter what the outside world was like, Gamma World had to remain pure.
She allowed them to have their own plans and interests, but neither she nor any of the chief councilors would allow this planet's purity to be tainted—not even in the slightest.

Mina removed her gold-rimmed glasses, changed into a more suitable formal jacket, and headed outside.
Before Cisrain arrived, she had already prepared all logistical management for Gamma World.
Governing a nation, a region, required immense wisdom.
After all, Cisrain only needed to charge into battle at the front. As Minister of Finance, she had far more to consider.
Every war Cisrain fought consumed astronomical amounts of resources. Mobilizing personnel and supplies required the coordinated efforts of the chief finance, military, and science administrators, more than a dozen subordinate departments, thousands of people, and tens of thousands of requisition orders working day and night.
War was the greatest drain on finances, but it was also the fastest way to accumulate wealth.
Taking three planets had eased their finances, but the construction of ports, Gravity Slingshots, the expeditionary fleet, a second Synapse Condenser, population programs, education plans, medical replenishment, and a whole series of other projects had once again depleted their hard-won wealth.
They had to find new planets to provide Gamma World with resources.
During this period, they had begun giving people extensive "purity" education—teaching them of the dangers of the universe and its terrifying enemies, invoking the glory of humanity's ancestors and the mission they bore, guiding the new generation of youth. It was the fastest and most effective way for them to steer the entire civilization's course.
As for the older generation, those who could not be changed and still wanted to return to the past and embrace aristocratic ways of thinking—
Those who could be changed would be changed. Those who could not could only add another occupant to the "private room."
Gamma World had entered a new era and embarked upon the road to the universe. The fact that they still had a place here was mercy enough.
As Mina hurried over, the other chiefs followed close behind.
The governor's return was an event of tremendous importance. No matter how urgent the matter in your hands, you had to set it aside.
The governor's return meant his campaigns beyond the planet had succeeded. Though the universe was full of dangers, they still had a savior personally leading the charge.
