Background / History

Shisui was one of the Uchiha Clan's foremost young shinobi and a close associate of Itachi. Before returning to the clan, he served in Anbu and repeatedly met with Itachi to seek a way out of the escalating conflict between Konoha and the Uchiha. Sasuke believed Shisui was prepared to sacrifice his eyes and life to buy the clan peace. 1

Hiruzen Sarutobi summoned Shisui while considering the elimination of Root, trusting him as a means of stabilizing the Uchiha Clan. Shisui later returned from Anbu to join the Police Force, where he attained the position of vice minister and built influence among the clan. 12 17 20

Initially devoted to the Will of Fire and inclined to trust Konoha's leadership, Shisui was shaken by Sasuke's argument that Root sought the Uchiha's Sharingan while the Hokage sought to control Uchiha power. He refused to accept Sasuke's claims unquestioningly, choosing to investigate them himself. 15 16

Danzo later ambushed Shisui with Root operatives. Shisui recognized the trap, fought his way through the encirclement, and wounded Danzo's left eye before escaping toward Konoha. The Uchiha's intervention ultimately prevented the future in which Shisui was killed and his eyes were taken. 33 34 37

As a Police Force leader, Shisui enforced Konoha's laws against both Uchiha and outside clans. His willingness to arrest his own clansmen and execute infiltrators with transplanted Sharingan helped shift public opinion toward the Uchiha during the village unrest. 36 44 45

Shisui is naturally gentle, dutiful, and protective of Konoha. His early commitment to the Will of Fire made him susceptible to Hiruzen's influence and reluctant to treat fellow Konoha shinobi as enemies. 15 20 34
