Power Progression

Background and History

Yagura witnessed Kirigakure’s wartime losses and blamed the Third Mizukage’s Blood Mist policies for needless deaths. He allied with the elder Genji to overthrow him, seeking a village where people—and a jinchūriki like himself—could live without constant suspicion. Their coalition secured support or neutrality from major clans before striking at the Mizukage Building. Yagura defeated the Third Mizukage and became the Fourth Mizukage, abolishing the Blood Mist policy and beginning reforms to its graduation system 43 44.

Soon afterward, an ANBU operative known as “Crow” brought Yagura reports of a possible threat from the Six-Tails jinchūriki Utakata. Yagura chose to confront Utakata personally, believing that protecting the village was his responsibility. Crow was actually Uchiha Narong: during the confrontation, he disrupted Yagura’s Three-Tails seal and planted Sharingan-based control in his mind. Narong then implanted a false memory that Yagura had repelled a fully transformed Utakata, greatly increasing the Mizukage’s prestige 45 46 47 49.

Yagura withdrew Kirigakure from the Third Shinobi World War and ordered peace talks with Konoha. Later, he advanced a village trading company and education reforms despite opposition from the Kaguya Clan. Narong had devised those reforms and secretly influenced Yagura at crucial decision points, though Yagura continued to conduct most everyday affairs through his own consciousness and habits 51 63 64 65 90.

Years later, Yagura’s health had deteriorated from genuine injuries. He attended a Five Kage Summit despite his frailty, then was ambushed by Akatsuki on the return journey. He ordered his guards to escape, fought to hold Akatsuki back, and finally released Isobu at the cost of his remaining life. Kirigakure subsequently treated him as almost certainly dead 90 103 104 109 110 114.

Appearance

Yagura has a small, youthful build and emerald-green eyes. During the Five Kage Summit, his pale face and trembling fingers made his poor health visible despite his effort to maintain a composed bearing 43 51 104.

• Partial transformation — Dark-red tailed-beast chakra forms a cloak and chakra tails 44 109.
• Half-tailed-beast form — Develops a deep-blue carapace, webbed claws, and three armored chakra tails 110.

Personality

Yagura is calm in danger and willing to put himself at risk for Kirigakure. He confronted Utakata rather than send a squad he believed would be killed, and later stayed behind against Akatsuki so his guards could escape 43 46 109 110.

His decisiveness as Mizukage is more complicated than it appears: Genji describes him as susceptible to pressure over major decisions, and Narong secretly reinforces his resolve through genjutsu. Narong’s influence does not replace Yagura’s consciousness in ordinary speech and government work 65 90.

Abilities & Skills

Water Release

Yagura’s command of Water Release helped establish his reputation before he became Mizukage. He uses it for both defense and counterattack 43 46.

• Water Mirror Technique — Creates a reflection that attacks its original target; used against the Third Mizukage and Deidara 44 109.
• Water Formation Wall — Blocks Utakata’s corrosive bubbles; in half-tailed-beast form, Yagura creates a rotating wall against multiple attacks 46 110.

Coral Palm

Yagura combines taijutsu with Three-Tails chakra to make coral grow from a struck target, restricting movement and chakra. He used it to incapacitate the Third Mizukage 44.

Three-Tails Chakra

• Early limitation — Soon after becoming Isobu’s jinchūriki, Yagura was less practiced with tailed-beast chakra than Utakata was with the Six-Tails’ power 46.
• Tailed Beast Bomb: Diffusion Impact — Used during Akatsuki’s ambush to clear a path for the surviving Kirigakure ninja 109.
• Full release — Unleashed Isobu to keep Akatsuki occupied after Yagura could no longer continue fighting 110.

Relationships

• Genji — Mentor and political ally in the coup; later served as Yagura’s chief adviser and worried about his declining health 43 44 50 90.
• Uchiha Narong / “Crow” — Posed as a loyal ANBU guard, then secretly controlled and influenced Yagura. Narong later used Yagura’s death as the basis for his own succession 46 49 65 90 102 114.
