Background / History
Hagoromo Ōtsutsuki was born to Kaguya Ōtsutsuki and grew jealous of the favor she showed his younger brother, Hamura. Unable to awaken even the Byakugan in his youth, he relied on Hamura during patrols. He later allied with Gamamaru, cultivated senjutsu, consumed half a chakra fruit, and awakened the Rinnegan and Sharingan. 129
He secretly engineered conflict between Kaguya and Hamura, then helped seal Kaguya away. After taking the Ten-Tails' essence and becoming its jinchūriki, he gained part of the world's authority. He divided the Ten-Tails into the nine tailed beasts and cultivated further authorities through Uchiha who awakened the Mangekyō Sharingan. 129
Over a thousand years, he established chakra as the world's dominant power system and used his descendants' bloodlines as a means of control. Chakra users are treated as “miniature God Trees” whose accumulated power and bloodline-derived authorities can ultimately be harvested. Their souls are directed to the Pure Land, strengthening his control there. 128 129
His intended final plan involved allowing Black Zetsu to free Kaguya, having the reincarnations of Indra and Ashura seal her, then taking their divine ranks and accumulated authority for himself. Uchiha Feng's Underworld, ki cultivation, and Spirit Tree disrupted this scheme by challenging the Pure Land and chakra's monopoly. 129 130
Appearance
In his earliest appearance, the Sage manifests as an ethereal, pale spirit whose presence exerts immense pressure. After recovering his body, he assumes a fully realized Ōtsutsuki appearance. 81 128
- Deathly pale skin and sharp horns. 81 128
- Rinnegan in both eyes. 81 128
- Nine-Tomoe Sharingan in the center of his forehead after recovering his full form. 128
- White Ōtsutsuki ceremonial robes marked with nine tomoe. 128
- Carries a black staff or scepter and manifests an authority-symbolizing halo. 128 130
Personality
The Sage presents himself as sacred and restrained, initially attempting to preserve his plans without direct conflict. When challenged, however, he becomes openly wrathful, possessive, and willing to strip bloodlines, manipulate memories, and sacrifice descendants for power. 82 129 132
His actions are driven by control and transcendence. He treats Indra, Ashura, their reincarnations, the tailed beasts, summoned beasts, and even other Ōtsutsuki as resources in a larger scheme. Though he claims to seek a higher-dimensional truth, he repeatedly pursues it through manipulation, absorption, and the destruction of rivals. 129 134 153 154
Abilities & Skills
Chakra and Bloodline Control
As the self-proclaimed progenitor of chakra, the Sage can influence beings descended from his bloodline and interfere with their chakra.

- Manipulates the wills of Naruto Uzumaki and Uchiha Sasuke through the chakra of Ashura and Indra. 105
- Alters the Twelve Konoha Rookies' memories through Rinnegan and Sharingan ocular power. 132
- Secretly modifies Naruto's bloodline, creating an anchor through which he can exert control and awaken Ōtsutsuki traits. 154
Rinnegan and Nine-Tomoe Sharingan
His dōjutsu supports planetary control, clone coordination, manipulation, and high-level combat techniques.
- Uses the Rinnegan to command Six Paths avatars and connect with them across dimensional confinement. 133
- Employs the Nine-Tomoe Sharingan as a repository for authorities taken from Kaguya, tailed beasts, summoned beasts, and Uchiha Mangekyō users. 129
- Uses the Dragon Vein alongside his ocular power to physically age the Twelve Rookies into adulthood. 132
- Attempts to continue controlling Kaguya through the God Tree after her release. 172
Six Paths Clones
The Sage possesses six true clones distinct from Nagato's corpse-based Paths.
- Creates the clones through Yin–Yang Release, splitting off portions of his own authority. 130
- Each clone possesses Rinnegan and strength comparable to the original body. 130
- The Animal Path controls summoned beasts and channels their authority over the planet's natural energy. 130 131
- The Naraka Path can revive other avatars and possesses bloodline-based control methods. 136
Planetary Authority and the Pure Land
The Sage's power is tied to the chakra system, the Pure Land, the God Tree, and authority over the planet.
- Rules the Pure Land and uses it to collect the souls of deceased shinobi. 128 129
- Gains greater planetary control through summoned beasts enslaved by the Animal Path. 130 131
- Reaches seventy percent of the planet's authority during his contest with Uchiha Feng. 131
- His Pure Land is restricted by Uchiha Feng's Underworld, which blocks mass soul transfer into the living world. 129
Ten-Tails and God Tree

- Hamura Ōtsutsuki — Younger brother. Hagoromo envied the favoritism Hamura received and later used Hamura's body as part of the foundation for his constructed world. 129 134
- Indra — Son and source of Yin-nature chakra authority. The Sage suppressed and manipulated him across reincarnations, intending to reclaim his power. 145 157
- Ashura — Son and source of Yang-oriented power. The Sage treats him as a tool and has his first incarnation absorb him for strength. 145 155
- Uchiha Feng — Principal rival. Feng exposes and dismantles the Sage's millennium-long arrangements, forcing him into direct conflict. 129 130 153
- Uchiha Sasuke — Indra's reincarnation and intended resource. The Sage controls him through bloodline and chakra, but Sasuke ultimately resists. 105 138 145
- Naruto Uzumaki — Ashura's reincarnation and a central vessel in the Sage's plan. The Sage secretly alters Naruto's bloodline to make him comparable to an avatar. 132 154

Story Role / Major Arcs
Intervention against Uchiha Feng
The Sage first manifests to protect Uchiha Itachi from Uchiha Feng. He warns Feng against interference, removes Feng's Mangekyō Sharingan, and attempts to absorb his chakra, but Feng escapes his bloodline control by separating his chakra-based body from his qi-based body. 81 82
Exposure of the Chakra System
Feng's investigation reveals that the Sage controls chakra-derived bloodlines and the Pure Land. The Sage's influence over Naruto, Sasuke, Obito, and the Uchiha bloodline becomes increasingly apparent as Feng creates alternate systems—ki and the Underworld—to oppose him. 105 120 121 124
Open War for Planetary Authority
The Sage revives the God Tree, recovers his Ōtsutsuki body, merges with the Ten-Tails, and deploys six true Six Paths clones. He manipulates the Twelve Rookies and attempts to use their qualities, alongside Naruto and Sasuke, to complete his ascent to world lord. 128 130 132
Dimensional Conflict
After losing key resources to Feng's intervention, the Sage seals Feng inside an incomplete world built from Ōtsutsuki bodies. The two observe the wider war while competing through their forces and pursuing conflicting paths toward higher-dimensional existence. 134 135 153
Hagoromo's First Incarnation
The Sage activates a dormant bloodline anchor in Naruto, resulting in the manifestation of his first incarnation, Hagoromo Ōtsutsuki. This incarnation absorbs Ashura and the Nine-Tails, then attempts to devour Sasuke and Uzumaki Menma before being sealed through a Crimson Yang Sealing Array. 154 155 158
Final Measures
As his forces collapse, the Sage awakens Jashin-like experimental weapons and later reclaims scattered power, clones, and God Tree energy. Despite these measures, he accepts that Uchiha Feng has decisively surpassed him. 162 175
