Second, there was no way the Third Hokage did not know about the dirty things Danzo did, but Sarutobi Hiruzen may very well have tacitly approved of them.

Third, Naruto was the Fourth Hokage's son and also a Jinchuriki, yet the Third Hokage only gave Naruto a little living money each time.
