History

Uchiha marginalization

Konoha was founded by the Uchiha and Senju clans. After Madara's departure, Tobirama Senju pushed the Uchiha away from the village's political center; their influence continued to decline despite their control of the Konoha Police Force 9 144.

Following the Fourth Hokage's death and Sarutobi Hiruzen's return to office, the Uchiha were further ostracized. Few could participate in Konoha's leadership, and many struggled to receive village missions or maintain an income 9. In an effort to ease tensions after complaints about violent police enforcement, Uchiha Fugaku surrendered part of the clan's Military Police Force authority 24 27.

The Uchiha Clan Massacre

Sarutobi Hiruzen and Shimura Danzō prepared to eliminate the Uchiha Clan, with Danzō deploying 120 Root ninja around the clan grounds 175. Hiruzen persuaded Uchiha Itachi to carry out the massacre, framing the extermination as necessary to prevent another rebellion 172 173.

Itachi and Tobi began the killings, while Root infiltrators slaughtered civilians and set Uchiha homes on fire 177 178 190. The massacre did not completely destroy the clan: Uchiha forces resisted Root, and the surviving Uchiha ultimately recognized Hiruzen and Danzō's involvement despite Hiruzen publicly branding Itachi a traitor 208 212.

Following Fugaku's death, Uchiha Hanjō was unanimously chosen as Clan Head. He initiated plans to train civilian clan members as ninja and establish a clan academy for self-defense 218 219.

Division of the village

Sarutobi Hiruzen later had the Sarutobi Clan take control of half of the Military Police Force, formalizing a split between Uchiha- and Sarutobi-governed districts 626. The two jurisdictions developed in sharply different ways:

• The Uchiha Police Force's districts became increasingly prosperous, drawing civilians and wealthy residents away from Sarutobi-controlled areas 347.
• The Uchiha Merchant Guild expanded across the Shinobi World, supporting the Uchiha Clan's recovery and funding facilities such as Uchiha Hospital 346 648.
• The Sarutobi Police Force developed a reputation for arrogance and mistreatment of civilians; its districts became comparatively deserted 347 475.
• Uchiha enforcement remained controversial. Villagers had previously complained about its violence, while later residents defended the force and credited Uchiha governance for their district's prosperity 24 590.

Political Conditions

• Sarutobi Hiruzen and Shimura Danzō repeatedly planned to restart the Uchiha extermination after the Chunin Exams, intending to use Impure World Reincarnation forces to overwhelm the clan 576 580.
• The exposure of those plans transformed public opinion. Civilians openly questioned Hiruzen's authority after learning that living people had been used as sacrifices for reincarnation techniques 743.
• Following the coup, Uchiha Xia enforced a strict policy toward residents who attempted to abandon Konoha: those who chose to leave were no longer regarded as villagers and had to register before returning 893.
• Uchiha Xuan Yu emerged as Konoha's foremost power during and after the conflict. Villagers described the village as having “only one voice”—his—while still considering Hanjō the likely Hokage 872.

Institutions and Locations

• Hokage Office — Center of Konoha's executive authority under both Sarutobi Hiruzen and Uchiha Hanjō 576 905.
• Konoha Police Force — The Uchiha's traditional institution for maintaining village order; later divided between Uchiha and Sarutobi control 25 626.
• Uchiha Hospital — A hospital in Uchiha-governed territory, regarded by Jiraiya as beneficial to civilians 648.
• Uchiha Merchant Guild — A commercial network that expanded throughout the Shinobi World and became central to the Uchiha Clan's prosperity 346.
• Martyrs' Memorial Park — Burial site for Konoha's renowned shinobi. Numerous graves were later found disturbed, with remains apparently taken for Impure World Reincarnation 590 652.
