Itachi had ties to Konoha.

Kisame's thoughts were in turmoil. He hadn't expected Tobi to have guessed right—Uchiha Itachi's defection from Konoha might even have been fake.

Its purpose had been to gather information on Akatsuki.

Yet he had followed Uchiha Itachi for so long without uncovering it.

"Itachi, are you an ANBU operative Konoha planted in Akatsuki?" After some thought, Kisame grabbed Uchiha Itachi and spoke seriously.
