Background / History

Lungmen is a highly developed mobile city marked by a severe divide between its prosperous center and its slums. Its slums house refugees, gangs, impoverished residents, and many Infected, while the city center is guarded and economically prosperous. 12 38 103

Wei Yenwu governs Lungmen, having previously reclaimed it alongside the Rat King. Their later disagreement over how the city should be governed created a division between Wei’s official path and the Rat King’s underground influence. 103

The city’s authorities initially monitored Zhuang Xiaolin as an unknown armed medicine dealer, treating him as both a potential danger and a possible partner. Wei Yenwu ultimately entered a formal arrangement to acquire Oripathy treatments from him. 18

Districts and Living Conditions

Slums

Lungmen’s slums are characterized by abandoned buildings, inadequate housing, gang violence, and widespread hopelessness among their residents. They also serve as a major settlement area for Infected people and foreign refugees. 12 38 41

• Before the medicine trade, Oripathy suppression drugs were prohibitively expensive for most residents. 14

Following the destruction of parts of Lungmen’s outer areas, the city established a New District with special policies for the Infected. 60 100 101

• Lungmen funded and constructed much of its outer section; Infected arrivals built other portions themselves. 101
• Lungmen Guard Department patrols operate in the district without openly driving away Infected residents. 101
• The district receives Oripathy medicine supplied through Zhuang Xiaolin’s arrangements. 101

Governance and Security

Lungmen Guard Department

The Lungmen Guard Department is the city’s principal law-enforcement force. It investigates major incidents, responds to armed attacks, patrols districts, and maintains public order. 14 17 28 101

Underground Influence

The Rat King is an influential underground figure whose authority overlaps with Lungmen’s political struggles. He considers the city’s governance imbalanced and retains responsibility for its “black path.” 40 103

• He allowed the mafia situation to develop partly as a test of the Lungmen Guard Department’s capability. 103
• His actions and methods repeatedly conflict with Chen’s concern for civilian safety. 40

Oripathy Treatment Trade

Zhuang Xiaolin’s medicine became a major political and economic issue in Lungmen because it could suppress, treat, and eventually fully cure Oripathy. 14 18 142

• The city’s treatment serum was not publicly reported despite its potentially transformative economic and social effects. 100
