History

Establishment and early expansion

Moth to Fire was established by the United Nations to handle Collapse Energy-related affairs. As Honkai-related threats intensified, it separated from the World Health Organization as an independent entity and received its own armed forces through the Council's efforts 19 36.

The organization attempted to recruit Moros after recognizing both his danger and the incomplete nature of its intelligence on him. Moros rejected the approach, citing the Council's internal power struggles and the organization's treatment of individuals despite its necessity to civilization as a whole 47 51.

Following its defeat of the Herrscher of Thunder, Moth to Fire entered a “golden age” of investment and development. Its public reputation later peaked after it received credit for ending the Fourth Great Collapse, enabling broader recruitment, visible research institutes, training facilities, and worldwide military bases 101 119.

Conflict with Mobius

Mobius was among Moth to Fire's earliest members and headed the First Research Institute. Her augmentation-surgery research secured Council funding, but her ties to Moros and possession of sensitive organizational knowledge made her a political target 46 61 119.

After the Council shelved the Flame-Chaser Project over fears of losing control, Mobius chose to leave Moth to Fire. She expelled Moth to Fire personnel from the First Research Institute and relocated her work to the Australian Continent with Moros's assistance 127 128 129.

Dr. Mei's leadership

Under pressure from the Seventh Herrscher, the Council approved Dr. Mei's Flame-Chaser Project and authorized Hypermutation Surgery. The resulting Flame-Chaser Warriors became a central component of Moth to Fire's military strength 206 208.

The Ninth Herrscher's artificial black hole destroyed the Mu Continent and Moth to Fire's original headquarters. Moros subsequently allocated part of Tasmania Island as a temporary base, while Dr. Mei restructured the organization and introduced the Prometheus 17 AI to improve management efficiency 247 248 354.

Moth to Fire and Moros entered a comparatively cooperative period under Dr. Mei, including research arrangements in Moros's territory and Councillor William's political support for Mei within the Council 247 272 283.

Later crises
