History
Remembered Bloody Mist timeline
Terumi Mei first appears as a calm, isolated Academy student during the Bloody Mist era. While other students are overwhelmed by fear before the graduation examination, she remains silent by the window, her composure separating her from the class. She is already recognized as a future Fifth Mizukage and a wielder of Lava and Boil Release. 87
During the graduation battle, Mei displays decisive swordsmanship and defeats an opponent in rapid succession, but is visibly sickened by the bloodshed afterward. She initially refuses to wear her newly issued forehead protector; after Kitahara Kaede tells her that someone strong enough to make the rules could abolish the examination, she ties it on. 89 90
Kaede becomes her mentor and training partner. He corrects her poor chakra control, demonstrates Water Dragon Jutsu, and trains her in tree climbing, taijutsu, battlefield judgment, and coordinated ninjutsu. Over two years, she develops her Lava and Boil Release into destructive combat tools and grows capable of pressuring Kaede in sparring. 93 96 97 113
Mei earns Genji's attention through exceptional mission results, political analysis, and her willingness to criticize the Academy's system of forcing students to kill one another. She is later entrusted with missions beyond her rank, including the pursuit of Momochi Zabuza and the operation to expose Yagura's genjutsu control. 102 106 114 122 123
After helping remove Yagura's control, Mei proposes reforms: temporarily securing the borders, ending Kekkei Genkai purges, abolishing the Bloody Mist graduation examination, and honoring those wrongly killed by the regime. 124 125
When Kaede fakes his capture as the Lightning Release Masked Man, Mei pursues him believing he may be dead. In their final confrontation, she fights with the techniques and tactical discipline he taught her, but stabs him after he drops his disguise and reveals himself. He dies in her arms, and Mei realizes too late that she loves him. 127 129 130
Current timeline
At sixteen, Mei retains memories of the Bloody Mist timeline and uses them to rise rapidly through Kirigakure's Anbu. The memories give her advance knowledge of the village's institutional failures and of Yagura's genjutsu control, while also driving her need to confirm that Kitahara Kaede is real. 221
She proposes an alliance with Konoha as a means to secure outside support against the controlled Mizukage. Although Genji initially rejects the proposal because of Kirigakure's history with Konoha and Kaede, Mei persuades him through strategic arguments and is assigned to oversee the negotiations. 221
When Kaede arrives as Konoha's envoy, Mei brings him into her office, assigns him a desk beside hers, and has him act as her personal guard. Her desire to keep him close becomes increasingly possessive: she opens his private letters, investigates “Aki,” and uses Anbu surveillance to monitor his movements. 225 227 229 232
Mei discovers that “Aki” is Pakura and concludes that Pakura may share the same memories. Kaede later confirms that he remembers their Bloody Mist life as well, including dying by Mei's hand. Despite the shock of learning that Kaede also has feelings for Tsunade and a history with Pakura, Mei resolves not to abandon her own feelings. 239 241
After Kaede leaves Kirigakure following the successful removal of Yagura's genjutsu, Mei dismantles the remaining Bloody Mist policies with Anbu support. She abolishes the old graduation examination and uses an iron-fisted approach against factions resisting reform. 246 255 258
By the time of the multinational gathering in Konoha, Mei serves openly as the Fifth Mizukage and leads Kirigakure's delegation herself. 275 279 289
Appearance
Mei is a tall, elegant woman whose outward composure often masks intense emotion. In her early years, she is described as a quiet girl with long brown hair; later descriptions give her hair a reddish-brown shade. 87 114 279
- Long brown or reddish-brown hair, often worn with heavy bangs over her right eye. 87 97
- Exposed left eye is emerald green. 87 90
- Matured into a cold, elegant presence with a deeper voice and decisive manner of speaking. 114
- Wears standard Mist shinobi clothing during missions, including a sleeveless uniform and lower-back tool pouch. 114
- As an envoy, wears a dark Mist combat uniform beneath a status-marking cloak. 279
- Wears the water-blue Mizukage hat as Fifth Mizukage. 289
Personality
Mei is composed, observant, and difficult to approach. Her upbringing in the Bloody Mist makes her slow to trust, but it also gives her a deep hatred of systems that turn comrades into enemies. Her desire to reform Kirigakure is rooted in both personal experience and a practical belief that a village cannot endure when its shinobi are trained as isolated killers. 87 90 124
She is highly determined and learns quickly, responding to failure by seeking analysis rather than excuses. After being defeated by a Lightning Release user, she asks Kaede to dissect every detail of the battle and spends weeks training specifically to counter that threat. 112 113
As a leader, Mei is direct, politically astute, and willing to use intimidation or force against entrenched interests. Her subordinates regard her as absolute authority, while opponents call her a dictator for dismantling Bloody Mist-era rules. 221 255
Her affection for Kaede is intense and often manifests as jealousy, possessiveness, and attempts to control his time or information. She gradually recognizes that these actions can suffocate him and begins trying to respect his boundaries, even when doing so is difficult. 229 232 242 258
Abilities & Skills
Dual Kekkei Genkai
Mei possesses both Lava Release and Boil Release, a rare combination that makes her a high-value Kirigakure combatant and a target during the village's bloodline purges. 87 102 113
- Uses Lava Release to create viscous, high-temperature material that scorches rock and destroys defensive structures. 97 99
- Uses Boil Release to generate corrosive mist that blackens, cracks, and destroys targets. 97
- Combines both releases to block escape routes, constrict enemy movement, and force opponents into disadvantageous positions. 109 129
- Her increased Boil Release output eventually covers nearly twice its former area and becomes substantially more corrosive. 106
Water Release
Mei trains in Water Release from an early stage, including Water Dragon Jutsu. Her initial difficulty with the technique is traced to inadequate chakra control rather than lack of potential. 93
- Learns to use Water Release to alter terrain and disrupt an approaching enemy's footing. 113
- Uses Boil Release to suppress Zabuza's Water Release during the pursuit operation. 115
- Her Water Dragon Jutsu improves from failing to mark a rock wall to creating fist-sized craters. 97
Taijutsu and Kunai Combat
Mei is capable at close range despite specializing in area-control ninjutsu.
- Defeats an Academy opponent through a swift two-strike blade sequence during the graduation examination. 89
- Rapidly incorporates Kaede's taijutsu counters into her own movements. 97
- Learns to fight opponents who attempt to breach her medium- and long-range technique coverage. 113
- Uses a kunai to stab the disguised Kaede during their canyon confrontation. 129 130
Tactical Analysis
Mei develops into a precise battlefield analyst and political investigator.
- Selects advantageous terrain and firing positions during the mission targeting Pakura. 108
- Sees through Zabuza's false trail and accurately chooses an ambush point near the border. 115
- Helps connect scattered evidence surrounding Yagura's abnormal behavior and presents the case to Genji. 120 122
- Uses intelligence, patrol reform, and information control to consolidate authority within the Anbu. 221
Leadership and Reforms
- Advocates ending the Bloody Mist Academy examination, arguing that killing classmates creates shinobi unable to trust or support one another. 124
- Supports abolishing Kekkei Genkai purges and properly reburying those killed under the policy. 124
- Uses the Anbu to remove traitors, reorganize border patrols, and eliminate enemy spy squads. 221
- Secures Konoha as Kirigakure's highest-priority ally and prepares the village for incoming supply support. 255
- Personally leads the Mist delegation to Konoha to oversee Six-Tails containment and joint defense arrangements. 275 279
Equipment / Items
- Mist Village forehead protector, first worn after graduating from the Bloody Mist Academy examination. 90
- Kunai and standard shinobi tool pouch. 89 114
- Kirigakure Anbu uniform. 225
- Mizukage hat, delivered by Genji as the symbol of Kirigakure's highest authority. 289
Relationships
- Kitahara Kaede / “Fu” — Her mentor and closest emotional attachment. In the remembered Bloody Mist timeline, he teaches her combat and political judgment before dying from the wound she inflicts; in the current timeline, they discover that both retain those memories. 90 96 130 241
- Genji — Elder and political patron who recognizes Mei's judgment, entrusts her with high-level operations, and eventually supports her alliance strategy. 102 106 122 221
