History
The Luo Tu Civilization was a commercially powerful Level 5 civilization with territory spanning hundreds of star systems. Under Head of State Huo Xiyu, it followed an independent development path from the lower tiers to Level 5 and retained substantial scientific research potential. Its transportation fleet became essential to distant lower-level civilizations that lacked their own large interstellar carriers. 316 409
Its business relationship with Human Civilization began through leased space carriers for missions such as the Stone Beast operation. Luo Tu carriers transported human and allied fleets across distant star systems, and Luo Zhaoyangdong, its business specialist, became increasingly enthusiastic as humanity accepted hundreds of missions and generated steady transportation demand. 316 321
During the Milky Way cleanup operation, the civilization acted as a political and financial intermediary for humanity. It provided transportation advice, loans secured by mission points, and lobbying services that helped humanity obtain a recalculation of mission rewards. For roughly a thousand years, Luo Tu pursued permission to become a Level 6 civilization. It met the stated conditions and paid 1.6 trillion Silver Coins to the Silver Alliance, believing that its contributions and financial sacrifices would secure advancement. Instead, the Creator Civilizations assigned it a further task: annihilating the Gelin Nuoka Civilization, then the highest-ranked malicious civilization. 409 410
The civilization initially accepted the Gelin Nuoka mission, confident that completing it would force the Creator Civilizations to honor their promise. This confidence collapsed when the Silver Alliance Court ruled against Luo Tu in a case brought by the Five Great Level 4 Civilizations Alliance, ordering it to stop serving Human Civilization despite Luo Tu having only provided transportation services. Human Civilization then approached Luo Tu with a plan to leave the Silver Alliance. Luo Tu tested humanity by requiring it to declare war on the Blue Mountain Civilization and survive an initial attack. Human Civilization demonstrated its unusual industrial capacity by rapidly transforming a desolate planet at RY-6659, while Luo Tu prepared migration-related procurement and logistics arrangements. 419 420
Luo Tu publicly declared war on the Blue Mountain Civilization in defense of Human Civilization and against injustice within the Silver Alliance. Its fleets annihilated more than two million warships of the Five Great Level 4 Civilizations Alliance without losing a single warship, cleared surveillance equipment from human-controlled systems, and established communication jamming around Human territory. 427
The Blue Mountain war escalated into a prolonged conflict across thousands of light-years. Luo Tu’s internal divisions became visible, while Huo Xiyu’s leadership treated major losses as a necessary price for the civilization’s larger plan. As its territory fell, Luo Tu secretly evacuated high-value individuals by space carrier, used clone replacements and internal conflict to conceal the evacuation, and allowed the Blue Mountain Civilization to believe that it had annihilated the Luo Tu people. 432 433 435
Tens of thousands of years later, Huo Xiyu was awakened from hibernation as Human Civilization shared black-hole observational data with Luo Tu and Gelin Nuoka.
