Announcement!
"The Broken Axe Pirates violated the Uchiha Public Order Edict, plundered three islands including Aldrelai, killed over four hundred civilians, and resisted arrest by the Nightingale Guard."
Uchiha Setsuna's voice was completely flat, as if he were reading a dry official document. After finishing, he slightly raised his eyes and looked at the silent onlookers in the square.
"The Uchiha Clan doesn't have many rules, but every single one must be obeyed. Looting in the West Blue is forbidden, human trafficking is forbidden, and establishing private armed forces is forbidden. Those who disobey will be killed without mercy."
He stood up and walked over to Drox, who was being held in the front row.
Drox, his body wrapped in bandages and his face ashen, struggled to lift his head. His lips moved for a long time before he managed to utter only a few words: "Spare me... I... I'm willing—"
In Setsuna, his hand gently swayed down.
The executioner's Tachi traced a cold arc in the morning light.
Drox swayed, then silently collapsed onto the stone slab.
Immediately afterwards, the combat captains, leaders at all levels, and every pirate whose hands were stained with the blood of civilians were brought forward one by one.
With each flash of the blade, the breaths in the square tightened.
By the time the last body was dragged off the platform, the sun was high in the sky.
Uchiha Setsuna sat back in the main seat, his gaze passing over the two hundred-plus corpses and over the thousands of eyes in the square, some filled with fear and others with awe. His voice remained unhurried, yet every word carried immense weight. "From this day forward, all pirate crews within the West Blue must register at Spirit Awakening Island within thirty days."
Those who fail to register by the deadline will be considered illegal armed groups and will be eliminated by the Uchiha.
Those who have registered must abide by the Uchiha Public Order Edict; violators will be executed without mercy, as per today's regulations.
No one in the square dared to utter a sound.
Several pirate captains mingling in the crowd subconsciously touched their necks, their palms covered in cold sweat.
Uchiha Setsuna stood up, giving one last look at the rows of blood-dripping execution racks in the plaza, his tone as calm as if he were ordering dinner. "Hang all their heads at the port. The one with the Broken Axe, hang him at the very front."
Having said that, he turned and left, leaving behind a deathly silence and the trembling, kneeling crew members of the Broken Axe Pirates.
They were ordered to remain where they were, to clean up the execution site, collect the bodies, and wash away the bloodstains. Everyone was trembling, but no one dared to stop what they were doing.
That evening, the first pirate crew submitted their registration application at the Heavenly Star Guard headquarters.
The next morning, a long queue formed at the registration point.
By the fifth day, almost all the pirate crews still in the West Blue had completed their registration, including the major pirate crews with bounties exceeding one billion.
No one wanted to be the next exhibit to hang on the dock, and no one wanted to personally experience what kind of deadly magic was hidden in those Mangekyō Sharingan.
Meanwhile, at the Naka Shrine on Origin Island, Uchiha Natsu leaned back in his chair, his fingertips gently tracing the execution report and registration list that Setsuna had presented. After a long silence, he placed the list on the corner of the table.
"That's not enough," he said. "Registration is only the first step. The next step is to get them to hand over the people."
He raised his head, his Sharingan gleaming slightly in the candlelight.
"Issue the order tomorrow: all registered pirate crews must hand over all wanted criminals on board within thirty days. Anyone who fails to do so will be executed without mercy."
Before the aftershocks of the execution had subsided and the blood was still dripping from the more than two hundred heads on the wooden stakes at the port of Spirit Awakening Island, Uchiha Setsuna's second order was already posted all over the bulletin boards of the islands in the West Blue.
The wording was as concise as ever—all pirate crews already registered with the Uchiha must hand over all wanted criminals on board within thirty days.
Those who fail to pay by the deadline will be executed without mercy.
If the previous Registration Order made many people think that the Uchiha were just setting a rule and saving face, then this order to Bounty-Hand-Over Order was like a cold knife held to their throats, instantly sobering up the pirates.
What is a wanted criminal?
They are the most capable fighters in the pirate crew, the captain's most trusted right-hand men, and old brothers who have followed him for many years.
Handing them over is like cutting off your own arm.
Can I choose not to pay?
The last Broken Axe Pirates who refused to follow the rules still had their captain's head hanging in the harbor.
"Captain, let's fight them!" Such shouts rang out from countless cabins. Some slammed tables, some smashed bottles, and some drew their knives, ready to charge out. There was all sorts of people.
But what happens after you've yelled?
They had all seen those greyish-white figures riding the waves, heard Drox's shrill, distorted scream, and knew that this West Blue was no longer a place where they could roam freely.
Late that night, several pirate ships quietly weighed anchor, attempting to escape the West Blue under cover of darkness.
Their navigators had calculated the route carefully, avoiding the patrol routes of the Heavenly Star Guard and specifically choosing to bypass uninhabited islands and reefs.
What they didn't know was that from the day the Registration Order took effect, the Uchiha had already set up Sensory Barrier at the ports of every island.
Before the ship had sailed fifty nautical miles, more than a dozen pairs of scarlet Sharingan lit up behind it. Then, a flash of light appeared, the mast snapped, the sail was pierced by Kunai, and the entire ship lay paralyzed on the sea like a moth with its wings tucked.
A few days later, the pirate crew that attempted to escape was taken back to Spirit Awakening Island by the Nightingale Guard. All of them were shackled and taken to Origin Island along with the remnants of Drox's crew.
What awaits them is an endless mining career.
The captain who led the disobedience and his more than 30 subordinates were publicly executed at Spirit Awakening Island Wharf, their heads lined up and hung in the most conspicuous position in the harbor.
Two days later, the first pirate crew to back down appeared.
The captain of the "Black Reef Pirates" from the New World personally bound the two wanted criminals on board and escorted them to the Heavenly Star Guard's base. During the handover, his face was ashen, and he didn't say a word.
Then came the second and the third.
By the tenth day, more than 80% of the registered pirate crews had handed over their members.
The remaining 20-30% were still observing, but the Uchiha didn't give them any more time—the third Night Owl Guard squad set off from Origin Island, heading straight for the southeast of the West Blue, their target a large pirate crew with a total bounty of over two billion that had yet to hand over a single member.
Meanwhile, news of the cleanup of the West Blue trade routes was relayed back to the Grand Line via the shipping routes of various merchant guilds.
The merchants were pleasantly surprised to find that the core shipping lanes that had previously been occupied by pirates were now unobstructed. Patrol ships flying the flags of the Uchiha Earthly Chief Guard patrolled the lanes day and night, and any small groups of pirates who dared to approach the merchant ships were driven away before they could even get close.
