Background / History

Baelon is King Jaehaerys I and Queen Alysanne’s surviving eldest son, Prince of Dragonstone, and heir to the realm. He counts three sons—Viserys, Daemon Targaryen, and eventually Daemon Blackfyre, whom he accepts as his “youngest son.” 28

His elder brother, Prince Aemon, was killed by Myrish assassins. Baelon’s grief and vengeance over Aemon’s death remain defining wounds, and Daemon Blackfyre’s apparent descent from Aemon forces him to confront that loss repeatedly. 5 10 28

Baelon’s wife Alyssa died thirteen years before the family’s discussion of his remarriage. He remains wholly devoted to her memory, refusing his parents’ attempts to arrange a second marriage. 28

By the time Daemon Blackfyre reaches Dragonstone, Baelon suffers recurring coughing fits and pain beneath his ribs, yet continues to lead in war and state affairs. 2 5 11

Before becoming heir, Baelon served as a martial counterpart to Aemon. Jaehaerys later describes having shaped him into a royal sword for his elder brother’s sake. His subsequent responsibilities encompass service as Hand and regent, oversight of the Seven Kingdoms, and years commanding Dragonstone’s Royal Fleet. 125 147

Although the royal family regards Daemon Blackfyre as Aemon’s son, Daemon privately identifies Baelon as his actual ancestor. His acceptance as Baelon’s “youngest son” is therefore a familial relationship distinct from his true descent from Baelon through later generations. 78 147

Health

Baelon’s recurring pain is associated with an old wound beneath his right ribs. Emotional distress, exertion, and flight can aggravate it, sometimes producing cold sweat and forcing him to press a hand against the injury. He frequently suppresses these symptoms to continue his duties. 5 11 34

After the first attack on the Triarchy fleet, he nearly collapses upon dismounting Vhagar and requires Daemon Targaryen’s support. The wound remains troublesome during the anniversary tournament and is still unhealed at Daemon Blackfyre and Gael’s betrothal. Personality

Baelon is disciplined, decisive, and deeply conscious of duty. Even while in pain, he maintains the authority of both the Hand of the King and the heir to the Iron Throne. He can be severe when faced with threats to his family or the realm, but his decisions are not needlessly cruel. 4 5 10

He is initially wary of Daemon Blackfyre’s origins and the danger his existence could pose to the succession. However, Baelon ultimately gives weight to Glutton’s choice of rider and to the boy’s conduct in battle, gradually replacing suspicion with paternal affection and approval. 10 11 28

Baelon is intensely loyal to his family. His love for Alyssa remains undiminished, his memories of Aemon shape his treatment of Daemon Blackfyre, and he continues to defend even the reckless Daemon Targaryen despite disciplining him harshly. 28 29

His protectiveness extends to the political burdens imposed on younger relatives. He vehemently opposes making thirteen-year-old Daemon Blackfyre Master of Whisperers, fearing that the office’s association with Tyanna will expose the boy to hatred, isolation, and future estrangement from Viserys. 125

Baelon regards royal privilege as inseparable from responsibility. Rhaenys brings Daemon Blackfyre before Baelon after Meleys accepts the mysterious boy. Baelon scrutinizes the youth’s silver hair, violet eyes, ancient Valyrian speech, and black three-headed dragon mark, but initially refuses to reach a simple conclusion about his identity. 4 5

After Glutton responds violently to Daemon Blackfyre’s presence, Baelon permits Corlys to have the boy confined near the Dragonpit. When Glutton later accepts Daemon as rider, Baelon reverses course and allows him to remain at Dragonstone as Daemon Waters. 6 8 10

Daemon later recalls that Baelon was the first relative to visit him during his confinement in the Night Watch Tower. Baelon gently tapped his head with a scabbard and reminded him that Targaryen blood must not be shed in vain. 147

Stepstones Campaign

Baelon leads Vhagar, Caraxes, and Glutton against the Kingdom of the Three Daughters’ fleet. The operation annihilates most of the enemy force, and Baelon witnesses Daemon Blackfyre’s ability as a dragonrider firsthand. 11

Following the victory, Baelon increases Daemon Blackfyre’s share of the spoils and refers to him as “Aemon’s son,” signaling his growing acceptance. 12

King’s Landing and Legitimization

Baelon brings Daemon Blackfyre to King’s Landing to have his status decided by Jaehaerys. At the tournament celebrating Rhaenyra’s birth, Daemon Blackfyre defeats Daemon Targaryen and is legitimized by the king. 12 18

During the presentation of the royal swords, Baelon gives Dark Sister to Daemon Targaryen, telling his sixteen-year-old son that he is worthy of knighthood and should not let the blade gather dust. 18

Vale Massacre and Retaliation

When news arrives that the Stone Crows slaughtered Aemma Arryn’s family, Baelon’s grief turns to fury. He is also disturbed that Daemon Blackfyre seemingly knew of the tragedy beforehand, subjecting the boy to renewed suspicion. 21 22

After Daemon Blackfyre departs King’s Landing on Glutton and Gael follows him on Dreamfyre, Baelon supports Jaehaerys’s order to strengthen security at the Dragonpit and Dragonstone. He nevertheless insists that Daemon Blackfyre is loyal family rather than a threat. 34

He promises to station his most reliable dragonkeepers and knights at the sites, with lethal penalties for unauthorized non-royals approaching within a hundred paces. When Jaehaerys decides to turn that possibility into an official account of a lawful marriage with Aemon, Baelon raises the consequences for Jocelyn. 34

Support During the Royal Tour

At Saltpans, Daemon Blackfyre receives a letter delivered by Daemon Targaryen in which Baelon praises his accomplishments on the Crab Claw Peninsula and in the Vale. Baelon dismisses Otto Hightower’s and Lyman Beesbury’s complaints, promises protection against court criticism, and encourages him to continue his tour. He is particularly moved that Daemon publicly identified himself as “Baelon’s nephew.” 52

After Daemon returns, Baelon publicly recounts his achievements across the Seven Kingdoms, including his victories against Mountain Clans and Ironborn, mediation between Bracken and Blackwood, exposure of treason in the Reach, rescue of captives in the Stormlands, and success in persuading Vaegon to return from the Citadel. He declares that the boy’s sense of responsibility exceeds what he and Aemon possessed in their youth. 123

The Master of Whisperers Appointment

Baelon forcefully objects when Jaehaerys restores the office of Master of Whisperers and appoints Daemon Blackfyre. He argues that placing a thirteen-year-old in an office associated with Tyanna’s atrocities will make the lords regard him as an instrument of terror rather than protect him. Jaehaerys nevertheless grants Daemon a council seat and authority to organize the Dark Blade Guard. 125

In a subsequent private discussion with Jaehaerys and Vaegon, Baelon fears that the appointment will isolate Daemon from the ministers and eventually from Viserys. Jaehaerys explains that the two Daemons are intended as complementary royal swords: Daemon Targaryen preserving order openly, and Daemon Blackfyre removing hidden threats. Before the final joust, he privately approaches Daemon Blackfyre about Daemon Targaryen’s treatment of Rhea Royce. Citing his son’s brothel visits and public attention to Lady Lysa Tully, Baelon asks the younger Daemon to win without restraint so that his elder namesake cannot further humiliate Rhea by crowning another woman Queen of Love and Beauty. Command of the Joint Fleet

Baelon supervises the Joint Fleet’s preparations in Blackwater Bay. His drills divide the ships into left, right, and center wings, with assignments ranging from archery and maneuvering to armored assaults and dragon–ship coordination. He gives Daemon Blackfyre responsibility for linking the left wing and center with Glutton and Grey Ghost. 156

Before departure, Jaehaerys reminds him that victory requires bringing his followers home safely, not merely burning enemies. Entrusted with protecting the fleet and both Daemons, Baelon orders the expedition to sail for the Stepstones. 160

At Echo Bay, the fleet encounters a Triarchy ambush involving three ironclads. Baelon and the other dragonriders attack the enemy weapons and ships. Glutton intercepts poisoned bolts threatening Vhagar, and Baelon retaliates with dragonfire against the flagship’s deck. The Joint Fleet destroys or captures all three ironclads and secures the passage. 162

On Bloodstone, Baelon accepts Daemon Blackfyre’s assessment of the strategic situation, arranges warnings to King’s Landing and Storm’s End, and orders a three-day pause for provisions and repairs before the attack on Grey Gallows. He later chairs a council assigning the Stepstones’ defenses, supplies, trade duties, and reconstruction work. When news of Obara Sand’s attack reaches them, Daemon Blackfyre departs for Cape Wrath while Daemon Targaryen and Caraxes remain to help Baelon defend Bloodstone. 166 170

Tyrosh Offensive and Peace Negotiations

Baelon’s final war council reviews the fleet’s successes, including the capture of Grey Gallows and the defeat and capture of Craghas Drahar. He rallies the assembled commanders to carry the war to Tyrosh. The council adopts Daemon Blackfyre’s proposal for a coordinated fleet-and-dragon assault intended to break the enemy command and capture Archon Selos, setting departure for dawn in three days. 174

After Tyrosh’s defeat and the seizure of the Bleeding Tower by rebellious nobles, Baelon refuses to settle the city’s political future before Selos is secured. He first orders the harbor fires extinguished and wounded civilians treated. 176

Baelon subsequently begins negotiations with the Tyroshi envoys, assisted by the arriving Otto Hightower and Leonno Strong. Vhagar’s patrol above the allied camp deters Tyroshi nobles attempting to reclaim freed slaves, and the royal negotiators eventually report a preliminary peace agreement. 178

Betrothal and Continuing Royal Duties

At Daemon Blackfyre and Gael’s betrothal, Baelon welcomes the couple with the rest of the royal family. Despite the continuing pain of his wound, he maintains his formal bearing and affectionately warns his “youngest son” to take good care of Gael. 189

His concern over Daemon Targaryen’s marriage continues during the festivities, when he requires his son to sit beside Rhea. 190

In later court affairs, Baelon defends Leonno Strong’s qualifications against Otto Hightower, stressing that justice and authority require more than memorizing statutes. When Aemma experiences a dangerous breech labor, he joins the relatives urging Viserys to make the necessary decision; Viserys ultimately orders the midwives to save Aemma. 203 204

At Vaegon’s departure for the Citadel, Baelon reassures his brother that the family supports his studies and promises to come on Vhagar if needed. 207

Iron Islands Campaign Planning

After evidence of Ironborn atrocities is presented at court, Baelon endorses Daemon Blackfyre’s request for a campaign. He also advocates formalizing trade with the Summer Isles and ordering coastal lords to help blockade the Iron Islands. 238

When the council chooses a field commander, Grand Maester Alar initially proposes Baelon on the strength of his previous Joint Fleet command and military reputation. Daemon Targaryen is ultimately appointed vanguard commander instead. Baelon warns his son that the mission requires coordination and blockade rather than reckless fighting, then remains with Viserys to oversee the realm’s affairs. 239

Baelon later reviews the naval plan with Daemon Blackfyre and Corlys, including the deliberate appearance of an escape route westward toward a Reach trap. During the final coordination of the three-front campaign, news arrives that Medgar Tully has prematurely marched three thousand men toward Seagard.
