Half an hour later, the last attendee, Tony Stark, finally arrived at S.H.I.E.L.D. headquarters.
"My armor development is at a critical stage. What you have to say had better be important." His face was weary, dark circles beneath his eyes. He looked as though he had been working for a long time.
Daisy said nothing and merely gestured for him to sit at the round table.
"Everyone, I've thought about this for a long time. There are more and more superpowered people, and that is not conducive to social stability. The conflicts between ordinary people and superpowered people are escalating every day. Sooner or later, it will erupt into a major problem. We need a set of rules to draw a boundary between superpowered people and ordinary people. That is why I asked you all here today."
After Daisy finished speaking, she lightly tapped the table, and a screen of light appeared before each of them.
They had all encountered holographic projection technology before, so it was hardly unfamiliar.
Cyclops glanced at the title. "Interim Management Measures for Superpowered People? Are you planning to include Mutants within the scope of superpowered people as well? I'm afraid that alone will be difficult to get passed."
Daisy shook her head. "It definitely won't get passed. The conflict between Mutants and ordinary people is too severe, and I never intended to submit this to Congress for review. This is our private legislation. It doesn't need approval from lawmakers."
Once ordinary people started making laws, too many issues would become involved. Seventy or eighty percent of the motives behind it would be rule games played by those interest groups to control superpowered people. Daisy had no intention of taking that path.
