Giving half of Hydra to H.A.M.M.E.R. did not mean Hydra only had fifty percent control. When fifty percent of the people banded together while the other fifty percent was a mixed bag with orders coming from every direction, that united half could beat the other half into pulp.

Director Fury in the original timeline had been extremely cautious. To be honest, Daisy had never seen anyone more cautious than Director Fury. Even so, that shrewd King of Agents had not lasted a single exchange after Hydra launched its rebellion before going down. The united would always crush the disunited.

She was not worried about any of Norman Osborn's schemes. Developing right under her nose meant it was simply a Hydra branch of H.A.M.M.E.R. After telling her subordinates to keep an eye on it, Daisy turned her attention back to Scream.

Over the past few days, she had created more than a dozen clones in succession. Following the Void Lord's methods, she implanted quite a bit of consciousness into them—brainwashing phrases like "Surrender and you will be freed" and "Obedience will be rewarded"—then had Scream parasitize them each time.

She wanted the symbiote to become a tool. A tool did not need thoughts of its own; it only needed to obey. The relentless barrage of consciousness had produced immediate results.

Much of its former savagery had faded. She had also made special adjustments based on Hill's genetic traits, and Scream was gradually accepting and adapting to Hill's genes. Daisy felt the timing was about right. The symbiote still needed to retain some ferocity so it could deeply merge with its host.
