Organization and Training

• Headquarters: Marineford housed a permanent force of 30,000 soldiers before the Summit War. Its position near the Sabaody Archipelago made it strategically important 28.
• Regional branches: Grand Line G-Branches operate bases and train soldiers. G-4 oversaw waters around eighteen islands and could mobilize their local Marine branches 25 300.
• Military Academy: Each Grand Line G-Branch had ten annual enrollment slots for eligible noncommissioned officers under twenty-six. Graduates entered the officer class at ensign rank 25.
• Combat curriculum: The Marineford Military Academy taught the Six Powers—Shigan, Rankyaku, Soru, Paper Arts, Geppo, and Iron Body—as a foundation for advanced physical techniques and Haki 31.
• Advancement: Strength and military merit could accelerate promotion, but limited posts and personal connections also shaped officers’ prospects 25 104 318.

Mandate and Limitations

The Marines were established to serve World Government member nations and the world’s nobles. They patrol the seas and fight pirates, but cannot independently intervene in a nation’s internal affairs or defy World Government orders. Non-member nations do not receive the same protection 13 25.

Their claim to uphold justice is repeatedly challenged by their service to the Celestial Dragons and their involvement in the God Valley and Ohara incidents. Conduct also varies between branches: G-5 soldiers brutally punish captured pirates, while Sephiroth removes corrupt officers from the East Blue 16th Branch 204 266 333 462.

Major Events

• Great Pirate Era: Rising pirate activity stretched Marine forces, increased casualties, and damaged recruitment. The World Government established the Shichibukai system in part to use powerful pirates against other pirates 123.
• Summit War: The Marines assembled 100,000 personnel at Marineford for the conflict with the Emperor crews. Fighting devastated headquarters and caused extensive casualties before both sides agreed to a ceasefire 436 455.
• Postwar crisis: The destruction of Mariejois disrupted World Government command and funding. With Marineford in ruins and compensation and rebuilding costs exceeding 200 billion Beli, Marine leaders considered Sephiroth’s proposal for control of the force 456 461 465.
• Agreement with Sephiroth: Sengoku, Tsuru, and Steel Bone Kong accepted his proposal to preserve the Marines. Sephiroth became a fourth Admiral with authority over New World Marines; Umbrella Corporation subsequently provided the organization’s finances 465 485.
• Leadership succession: After Marineford was rebuilt, Sengoku announced his retirement. Sephiroth defeated Akainu and Aokiji in the contest to succeed him and was appointed the new Marine Admiral at a public ceremony 485 488 489.
