The World Government established the Shichibukai system as the Great Pirate Era intensified, Marine casualties mounted, recruitment declined, and pirate numbers continued to grow. Its stated strategic purpose is to use pirates against pirates. 123

History

The system emerged after the Marines became overstretched by the expanding Great Pirate Era. Constant clashes with pirates caused severe casualties and retirements, while recruitment fell and more ambitious newcomers took to sea as pirates. 123

Boa Hancock was among the early beneficiaries of the new arrangement. Anticipating that she would otherwise face a Marine expedition, Sephiroth used corrupt elements within Marine high command and two billion Beli to ensure her invitation. 127 Sengoku later confirmed that Sephiroth had played a major role in her appointment. 158

The selection process was not always consistent. Normally, Marine authorities discussed candidates before submitting them to the Five Elders for approval. Doflamingo's appointment bypassed that procedure entirely: despite hijacking the Celestial Tribute, he was granted a title in exchange for its return. 226

After two Shichibukai were defeated by the Straw Hat Pirates, the Marines faced a shortage of high-level members and convened a meeting to seek replacements. Lafitte recommended Blackbeard Teach, who later offered Ace's capture as his bargaining chip for the position. 430

Before the Summit War, the World Government gathered the Shichibukai at Pangea Castle. The attending members were Hawkeye, Blackbeard, Kuma, Yamato, and Hancock. 439 They were subsequently assigned to Marineford's first defensive line against the combined forces of Whitebeard, Kaido, and Big Mom. 439 440
