The CP9 agents facing the Marines were nowhere near as polite as they had been with Borsalino.

But no matter how fiercely they spoke, the Marines refused to budge.

Time ticked by, with neither side giving an inch. Then Spandine dropped from the sky and landed between them, directly in front of the CP9 agents.
"Sir!" The CP9 agents saluted at once.
Spandine looked at the surrounding Marines and sneered. "Are you Marines planning to gang up on people from the World Government?"
His sharp gaze swept the crowd. The Marines were at a loss. The CP9 agents from earlier were only underlings, but Spandine was their superior—someone they had no idea how to handle.
The main course is here. Mu Chen had known all along that the first few CP9 agents were just appetizers. The real threat had been watching from behind, so he hadn't bothered with them.
"Enough. Everyone, make way. The Marines and the World Government both work for peace on the seas. We shouldn't be fighting among ourselves."
Mu Chen spoke calmly, then turned his gaze on Spandine.
"You're the CP9 chief. Wouldn't you agree?"
Spandine caught the chill in Mu Chen's eyes and gave a disdainful smile. "You're right. We shouldn't come into conflict. But Rear Admiral Mu Chen, the World Government takes the matter between you and Dragon very seriously. Please come with us."
