Background / History
Sumer was originally Tang Ming, an ordinary person who arrived from another world with knowledge of the One Piece manga's future. After identifying the current point in the timeline through Crocodile's defeat, he disclosed Luffy's connection to the Nika Fruit and the future threat he posed to the World Government. Imu renamed him Saint Germain Sumer, granted him Celestial Dragon status, and accepted his loyalty. 3
Despite his constant declarations of devotion, Sumer privately intends to gain enough power to escape Imu's control. He treats his knowledge of the future as his primary survival tool, using verified information on Sky Island, Poseidon, Enel, Shandora, and Pluton to make himself indispensable to Imu and the Five Elders. 3 5 21
His early experiences outside Mary Geoise reinforce his fear of the world's dangers. Though the Deepest-Sea Contract keeps him alive, he remains physically inexperienced and is nearly caught by human traffickers during the journey to Mock Town. 7
At Water 7, Sumer uses his authority to recruit the seven CP9 agents into a personal CP0 unit and directs them to capture Franky. His knowledge enables the group to recover Pluton's blueprints, earning him further favor from Imu and the Teleportation Magic Circle. 20 21 22
Appearance
Sumer is described as an unremarkable-looking young man with a weak presence; even the Five Elders initially note that he has no especially distinctive features. 3
- Black hair. 6
- Initially wears a T-shirt while traveling with Saint Marcus Mars. 6
- Later adopts expensive World Noble attire, including a white shirt, dress pants, and tie. 25
- Carries the glowing mark of the Deepest-Sea Contract on his arm. 22
Personality
Sumer is survival-driven, opportunistic, and highly aware of his own weakness. He is openly terrified by genuine danger and pain, especially when confronted with overwhelming opponents such as Itsumade, Enel, and Dragon. 6 10 49
He compensates for his lack of combat talent with foresight, flattery, and political calculation. Sumer repeatedly praises Imu, maintains surface-level courtesy with the Five Elders, and seeks to turn every confirmed prediction into greater authority and security. 3 6 21
Sumer dislikes arduous training and admits that he is lazy, easily discouraged, and unwilling to endure prolonged hardship. Rather than relying on conventional training, he considers genetic modification, technological enhancement, body-snatching, and Devil Fruits as shortcuts to power. 18 19
He is also manipulative and morally self-serving. He exploits the Straw Hats' bonds, treats major characters as pieces in a future plan, and is willing to let others suffer if it improves his own odds of survival. 22 35
Abilities & Skills
Knowledge of the Future
As an otherworldly traveler who has read the manga, Sumer knows major future events, locations, powers, identities, and character fates.
- Identified Luffy as the user of the Nika Fruit and predicted his future conflict with Imu. 3 5
- Revealed the locations or significance of Sky Island, Shandora, Poseidon, Enel, Pluton, and the Pluton blueprints. 4 5 21
- Uses his knowledge to anticipate the Straw Hats' movements and potential rescues by Garp and the Revolutionary Army. 45
- His information becomes less reliable as his interventions create deviations from the original plot. 13 25
Deepest-Sea Contract
Imu's highest-level contract grants Sumer an immortal body and a substantial increase in physical ability.
- Allows him to survive injuries that would kill an ordinary human, including Enel's lightning attack. 10
- Raises him from an ordinary person to a physically enhanced individual capable of evading a bullet. 7
- His healing consumes substantial stamina because his natural physique remains weak. 10
- Saint Marcus Mars judges his baseline physique to be below that of a child and considers his Haki potential poor. 7
Telepathy
Sumer can communicate mentally across long distances through an ability personally granted by Imu.
- Receives the voices of the Five Elders directly in his mind. 8
- Uses it to contact Saint Marcus Mars and the other Elders after Dragon abducts him. 49
- Cannot independently contact Imu without authorization from the Five Elders. 21 49
Teleportation Magic Circle
Sumer can manifest a pentagram-shaped magic circle to summon God's Knights.
- Granted as a reward for the recovery of Pluton's blueprints. 22
- Can summon ordinary God's Knights whose silhouettes appear in his mind. 22
- Cannot summon the Five Elders or Saint Figarland Garling. 22
- Is impractical for immediate rescue when he is restrained and moving at supersonic speed. 49
Imu Possession Link
Imu can take direct control of Sumer's body from afar.
- Sumer considers this his ultimate emergency measure when captured by Dragon. 49
- Under possession, his body manifests demonic traits and power far beyond his normal capabilities. 50
- Imu uses Sumer's possessed body to sever Dragon's left arm and repel him with overwhelming Conqueror's Haki. 50
Basic Combat Training
Sumer begins training under Vice Admiral Doll and later consults members of CP9.
- Learns basic striking fundamentals from Doll after demonstrating no real combat experience. 19
- Studies the Six Powers and Haki in theory from Doll, Rob Lucci, Kaku, Bruno, and Califa. 18 24
- Has not successfully awakened Haki or mastered a Six Powers technique by the time CP9 develops Armament Haki. 27

- Saint Marcus Mars — Escort, superior, and uneasy ally. Mars initially views Sumer as weak, but his respect grows after Sumer's information is verified and Pluton's blueprints are recovered. 7 21 50
- Manmayer Gunko — Mutual hostility. Gunko considers Sumer an unworthy coward who should have remained a slave, while Sumer harbors resentment toward her repeated antagonism. 5 6
- Vice Admiral Doll — Combat instructor and escort. Doll teaches Sumer the basics of fighting, the Six Powers, and Haki theory. 17 18 19
- Rob Lucci, Kaku, Califa, Bruno, Jabra, Kumadori, and Fukurou — Sumer's dedicated CP0 agents. He recruits all seven from CP9 and uses them to execute his plans in Water 7. 20 27
- Califa — Personal attendant and CP0 agent. Sumer favors her and regularly has her accompany or carry him while traveling. 20 25 27
- Monkey D. Luffy and the Straw Hat Pirates — Captives and instruments in Sumer's plans. He sees Luffy as a protagonist whose survival and growth can be exploited for leverage with Imu. 32 35 45
- Monkey D. Dragon — Abductor and enemy. Dragon captures Sumer as a bargaining chip, prompting Imu to possess Sumer's body and counterattack. 47 49 50
Story Role / Major Arcs
Sky Island Verification
Sumer accompanies Saint Marcus Mars to Mock Town and Sky Island to verify his claims. Imu's possession of Mars confirms Enel, the Rumble-Rumble Fruit, Golden City Shandora, and Poseidon's Poneglyph, establishing Sumer as a credible source to the World Government. 5 8 9 11
Water 7 and the Pluton Blueprints
Sumer travels to Water 7, absorbs CP9 into his own CP0 organization, orders Franky's capture, and directs Rob Lucci to retrieve the Pluton blueprints hidden in Franky's modified abdomen. The successful recovery earns Sumer a major reward from Imu. 20 21 22
Straw Hat Capture
Sumer oversees the defeat and capture of the Straw Hat Pirates, intending to use their suffering and eventual escape to provoke Luffy's growth while strengthening his own standing with Imu. 32 35
Abduction by the Revolutionary Army
During the voyage back to Mary Geoise, Dragon and Crow attack the World Government's ship. Aokiji freezes Sumer, allowing Dragon to seize him as a hostage; Sumer later contacts the Five Elders and requests Imu's intervention. 47 49
Imu's Counterattack
Imu possesses Sumer in midair, transforming his body into a demonic form and immediately severing Dragon's left arm. The incident reveals to Dragon that Sumer's position within the World Government is far more significant than that of an ordinary Celestial Dragon. 50
