Water 7 Financial Crisis

After the Straw Hats arrive at Water 7 without the gold they would have obtained from Sky Island, Nami discovers that the crew possesses only 50,000 Beli. She takes control of the situation by cutting allowances and demanding that everyone earn enough money to repair the Going Merry. 27 28

Robin’s proposal to sell Luffy for his 100 million Beli bounty appeals to the desperate crew. Nami formalizes the plan through a secret ballot; all seven submitted votes support selling him, while the crew intends to rescue him afterward. 28 29

CP Assault and Capture

CP agents attack the Straw Hats at the harbor before Nami’s plan can proceed. Sanji protects Nami and Robin from Rankyaku, but the crew is overwhelmed. Nami later attacks Rob Lucci with Robin and Chopper, only to be defeated by Kumadori and Fukurou. 29 31

Following the group’s capture, Nami is restrained, roughly escorted by Marines, and has 3,000 milliliters of blood drawn. She remains conscious despite becoming dizzy and nearly collapsing. 33

Sacrifice and Detention
