However, Vikengam's attention was not on that.
He had been thinking about Roger meeting Dragon.

More importantly, Roger had actually given it to him!

The former Pirate King had started funding the Self-Defense Army. What exactly were they supposed to be? In a few years... no, no, if nothing else interfered, the Ohara incident would soon attract Dragon's attention, wouldn't it?
Vikengam believed that Ohara would not end up as miserable as it had in the original story.
But reality was reality, and propaganda was propaganda. He figured that no matter how things turned out here, Ohara would ultimately be declared "destroyed" in the public narrative. This was meant to set an example for all the scholars around the world who might still possess the ability to decipher the Ancient Language!
They were being told not to be so arrogant. If they had not been discovered, they were lucky. If they stopped now, they would be forgiven for the past. But if they were caught again in the future, death would be unavoidable!
They would even slap a Buster Call on their hometown!
If things truly developed that way, Dragon would probably see an Ohara that had been "reduced to a miserable state."
Perhaps his Self-Defense Army would follow the original trajectory and begin evolving into the Revolutionary Army after the Ohara tragedy!
