While on leave in Foosha Village, he detects Lei En’s hidden strength and tests him with a punch. Their clash wrecks Makino’s tavern and reveals advanced Haki far beyond what Garp expects from a child. He offers to make Lei En his personal disciple and promises a path to Admiral or Fleet Admiral, but Lei En rejects service to the Celestial Dragons 22 23.

Entrusting the Boys to Lei En

After Luffy declares his intention to become Pirate King, Garp attempts to punish him again. Lei En intervenes and proposes training Luffy and Ace into fighters capable of tearing Sea Kings apart barehanded. Having tested Lei En’s strength himself, Garp immediately agrees 25 26.
