Lei En conceived the Heavenly Court while subduing Enel, immediately assigning him as its chief night watchman and apprentice laborer. The organization formally established its first headquarters after Lei En conquered Angel Island, deposed Gan Fall, and renamed the island Heavenly Court Headquarters. Enel was then ordered to recover Shandora's golden bell as startup capital. 16 17

Its early force was built through recruitment and coercion. Luffy, Ace, and Sabo became the first members of the reserve force under Lei En's personal training, while Kuro was made chief accountant and placed in charge of the Court's finances. 30 39 The Court established its first Grand Line branch on Drum Island under King Dalton, then recruited Franky to lead its shipbuilding division and construct the golden warship Heavenly Court Thunder God. 72 88

After conquering Dressrosa, Heavenly Court accepted King Riku III's permanent vassalage and gained control of Doflamingo's weapons trade and SMILE operations. 179 Following Kaido's defeat, it constructed fortified branches across key New World locations, bringing nearly one-third of the sea under its influence within days. 195
