Azure Cloud City is a remote city on the Dragon King River. The river is feared for legends of a Flood Serpent Monster that once capsized boats and devoured fishermen; government martial artists were reportedly unable to oppose it 2.

• Dragon King River — Runs alongside the city and supports its docks, fishing activity, and gang operations 2 157.
• Inner City — A walled district with six wards, broad bluestone roads, wealthy estates, merchants, official patrols, and restricted entry for those without status, silver, or connections 88 89.
• Outer City — Poorer and less active after dark, containing shantytowns such as Mud Bay Alley and factions such as the former Dragon King Gang 59 89 187.
• Azure Cloud Temple — A thousand-year-old Daoist temple on a hill more than ten li west of the Outer City. The city is said to have taken its name from the temple 65.
  • The temple has five courtyards and only seven or eight elderly priests.
  • Its peeling paint, moss-covered paving, and cracked pillars reflect the decline of Daoist worship in an era dominated by martial strength 65.

Society

The Inner and Outer Cities are sharply divided by wealth and opportunity. The Inner City is clean, orderly, and densely commercial, while Outer City residents are associated with poverty and rougher living conditions 89.

• For ordinary Outer City residents, even lifelong savings may be insufficient to buy property in the Inner City 89.
• Great Qian imposes no general curfew, though Inner City gates remain guarded at night and require valid permits for entry 59 137.

Government and Security

Azure Cloud City is governed through separate civil and military authorities.

• City Lord’s Manor — Oversees the city’s civil administration. The City Lord presides over major public events alongside the magistrate and local elites 223.
• Magistrate — Administers matters such as the Martial Examination Assessment and maintains public order through constables and city guards 78 223.
• Commandant Camp — A military force led by Lingzhou Prefecture’s Commandant, Gu Zhiyi. The Commandant’s rank and martial strength exceed those of the City Lord, though their civil and military jurisdictions remain separate 137 305.
• City guards and constables — Guard city gates, inspect travelers, patrol the Inner City, and enforce emergency restrictions 88 89.

During the Blood God Cult crisis, the magistrate imposed martial restrictions after villages outside the city were massacred and drained of blood. The measures failed to capture the culprits, leaving the city fearful and its streets increasingly deserted 78.

Major Factions

• Three Great Families of the Inner City — The Xiao, Huang, and Liu Families are the city’s most deeply entrenched local powers. Their retainers are considered elite martial artists, and their influence extends into martial halls, commerce, and government affairs 205 226 319.
• Commandant Camp — The principal military force opposing the Blood God Cult. It maintains covert Demon-Slaying Squads and can rapidly mobilize soldiers of Major Manifest Force or above 283 289.
• Blood God Cult — A demonic sect responsible for massacres outside the city, God Worship rituals, and a hidden stronghold at Azure Cliff Cave. Although struck heavily by the Commandant’s forces, possible remnants continue to operate within the city 78 287 347.

• Stellar Gathering Martial Hall — The city’s largest and strongest martial hall, located in the Inner City. It has produced more Martial Graduates than any other local hall and hosts the Martial Examination Assessment 220.

Its city branch employs Manifest Force martial artists and is managed through mechanisms accessible only to Transformation Realm experts or above 214 215 361.
• Moonwatch Tower — An Outer City establishment used for banquets, private meetings, and political dealings 29 146.
• Commandant Camp Command Post — The Commandant’s Inner City headquarters, where military intelligence is received and operations are directed 137 289.
• Dragon King Gang Headquarters / Qiu Residence — The former headquarters of the Dragon King Gang. It was searched by more than two hundred Commandant Camp soldiers after the gang’s destruction 187.

History

Founding Legend

Azure Cloud City is said to be named after Azure Cloud Temple. Local tradition holds that the temple’s deity, the “Heavenly Treasure Great Venerable, Immeasurable Azure Cloud Venerable,” was once a scholar from the area who encountered an immortal, learned immortal arts, and ascended 65.

River God Festival

For six years, Azure Cloud City’s River God Festival had never produced a sighting of a flood dragon demon. In the seventh year, reports spread that the Great Flood Dragon had appeared, prompting exaggerated tales across streets, taverns, and alleys 33.

Blood God Cult Crisis

The Blood God Cult’s attacks on nearby villages brought fear and military restrictions to the city. The Commandant later investigated its local connections, including possible collusion with the Inner City’s great families 78 289 347.

Destruction of the Dragon King Gang

Fang Han destroyed the Dragon King Gang’s headquarters, killing all forty-seven gang members inside. The Commandant Camp subsequently searched the residence, and the gang ceased to exist in Azure Cloud City 187.

Azure Cliff Cave Campaign

After reconnaissance revealed Blood God Cult activity at Azure Cliff Cave, the Commandant personally led nearly one hundred soldiers and several Demon-Slaying Squads against the cult stronghold 284 289.

The campaign ended with explosives collapsing the mountain and destroying Azure Cliff Cave. The Commandant was later recovered alive but critically injured and secretly escorted to Lingzhou Prefecture for treatment 312 319.

Renewed Surveillance

Following the Azure Cliff Cave incident, the city became the focus of multiple outside forces. Agents of Lingzhou Prefecture, the Demon Suppression Bureau, the Xiao Family, and suspected Blood God Cult remnants all operated around Azure Cloud City 345 347.
