Background

Danzo was a disciple of the Second Hokage alongside Hiruzen Sarutobi. By Danzo’s own account, the pair returned from a mission after their teacher died covering their retreat; Hiruzen’s appointment as Hokage then required alliances with the Sarutobi, Shimura, and Ino–Shika–Cho clans, purges of dissenting minor clans, and concessions to the major clans. 180 181

He views those concessions—especially Konoha’s recognition of clan self-governance—as a strategic failure that preserved clan power at the Hokage’s expense. He later exploits the Hyuga Main House’s autonomy as a potential route around Hiruzen’s authority. 181

Root operates as Danzo’s shadow organization beneath Konoha. Although Hiruzen states that Root is technically disbanded, Danzo continues to run it as a covert apparatus for intelligence, recruitment, assassination, and illegal experimentation. 319

Personality

Danzo judges people by military usefulness. He calls emotionally vulnerable children “perfect tools,” considers powerful shinobi safest under Root’s control, and repeatedly seeks to turn Hyuga Qingchuan into an obedient weapon. 10 180 184

He justifies coercion, surveillance, human experimentation, and political blackmail as necessary sacrifices for Konoha. His conviction is reinforced by a martyr complex: he sees himself as the person willing to bear hatred and infamy so that those “in sunlight” do not have to. 46 288 290
