Background

Leaf Village is one of the Five Great Ninja Villages and the home of the Hyuga, Uchiha, Senju, Sarutobi, Nara, Akimichi, Yamanaka, and other shinobi clans. Its clan districts were built around the Hokage Tower; the Hyuga and Uchiha compounds eventually occupied opposite ends of the settlement, restricting further outward expansion. 10 150

The village endured repeated wars while functioning primarily as a military organization. Its Ninja Academy originally emphasized combat knowledge, chakra training, ninjutsu, shuriken use, and taijutsu, reflecting its role of training shinobi for missions and war rather than civilian production. 24

During Hiruzen Sarutobi's tenure as Third Hokage, Leaf Village maintained considerable military strength but suffered from internal factionalism, Root's unchecked authority, limited clan integration, and an education system shaped by wartime needs. The village's late-era administration also produced a large number of rogue ninja. 153 184 209

History

Second Shinobi World War

In Year 38, Leaf Village was involved in the Second Shinobi World War, which had already claimed many village shinobi, including Hyuga Iwa's father. 1

After the conflict with Sand Village ended, the village welcomed Orochimaru and Tsunade home as victorious returning shinobi. Hiruzen declared a two-day celebration, though Jiraiya remained in the Rain Country. 3 4

Post-war reconstruction and political strain

Following the war, Hiruzen expanded Academy enrollment to a one-to-one ratio of ninja-clan children and civilian children, addressing wartime manpower losses and improving civilian support. 29

The village's leadership relied on cooperation between the Hokage, clan heads, ANBU, and Root, but this balance was unstable. The Uchiha Clan's resistance to Hokage oversight of the Military Police Force deepened Hiruzen's distrust, while some Hyuga and Uchiha members entered the Hokage's direct ANBU after a political compromise. 11 29

Hyuga Iwa's proposal for science education, a university system, and flying ninja tools led the village to adopt a ten-year development and education plan. Mathematics was established as the proposed foundation for broader scientific study. 63

Third Shinobi World War

Before the Third Shinobi World War, Leaf Village strengthened its defenses with ordinary telescopes, Chakra Detection Arrays, and Chakra Super Cannons. The largest documented weapon, the Enemy-Breaking Super Cannon, had a maximum range of 23 kilometers. 106

The Hyuga Clan's Byakugan surveillance made surprise attacks against Leaf forces extremely difficult, while its members were deployed to the border for reconnaissance. 106 109

Leaf Village opened the war against Sand Village with massive artillery bombardment, destroying supplies and causing heavy casualties before its vanguard and Sakumo Hatake's Bayonet Squad advanced. 115

Despite fighting multiple fronts, the village retained substantial reserves, withdrew and redeployed forces as conditions changed, and eventually pushed Water Country's forces back to sea while Earth Country withdrew after the destruction of Kannabi Bridge. 129 132 136

Minato's administration and institutional reform

Minato Namikaze became the Fourth Hokage after Orochimaru lost political support and defected from the village. He formed a secret alliance with Hyuga Iwa to restrain Danzo, eliminate Root's divided authority, and improve relations between the village and the Uchiha Clan. 153

Under the resulting agreement, the Uchiha Military Police Force retained Fugaku Uchiha as its head but accepted structural reforms, including deputy heads, arrest warrants, and the transfer of interrogation authority to ANBU or the Sensor Division. 153

After the Nine-Tails' Rebellion, Danzo was arrested and Root was identified as a dangerous internal organization. Minato ordered the removal of Root members' Tongue Root Extermination Seals, while village leadership agreed that Leaf Village required broad reform. 183 184

Modernization and expansion

A compensation meeting following damage from the Valley of the End explosion became the basis for a broader redevelopment program. Hyuga Iwa proposed rebuilding damaged districts with high-rise housing, modern utilities, fitness grounds, entertainment facilities, malls, hotels, and expanded industry. 165

The village's development plan expanded into politics, military affairs, economy, culture, civilian technology, and education. It also called for a public library, wider access to ninjutsu resources, talent recruitment, and systematic research. 184

Ninja Alliance Era
