Background / History
Dumbledore personally visited Lyon Shelby after the boy received his Hogwarts letter. Aware of Lyon's trauma following his father's murder by Death Eaters and the Ministry's inaction, he warned him to respect wizarding laws and explained that the Trace would detect magic used outside school.
