Chen Xiao originates from another universe and arrives in the Marvel world after consuming a Devil Fruit. His altered body grants him lightning-based powers and the latent potential to use Haki, but he initially lacks the physical conditioning to activate those techniques reliably 1 3.

After arriving at Kamar-Taj, Chen Xiao impulsively attacks Ancient One with lightning out of fear that she will regard him as a dimensional invader. Ancient One easily disperses the attack, separates his soul from his body to demonstrate her power, and explains that his abilities stem from dimensional energy.
