Chief House covered his red, swollen face and murmured submissively, "Boss, if you're teaching someone a lesson, don't hit so hard. You should at least understand the rules."
Jack suddenly grabbed Chief House by the ear, pulling his fat, oversized face close.
Then Jack pointed at his own nose and said in a calm yet utterly domineering tone, "I am the rules. S.H.I.E.L.D. is the rules. Do you understand?"
Chief House cursed Jack's arrogance wildly inside, but outwardly nodded frantically in fear.
After letting go, Jack immediately got down to business.
His being kicked down to work as a clerk in Hell's Kitchen had not been Hill's decision alone. Fury, Hill, Coulson, and Sitwell, his assigned supervisor, had all jointly decided it.
So Jack had not come to Hell's Kitchen solely for personal matters. He had official business to handle as well.
They believed this matter had started because of Jack, so having him clean up his own mess was perfectly reasonable.
Thus, Jack had brought S.H.I.E.L.D.'s directive regarding the anti-gang operation in Hell's Kitchen.
And Hell's Kitchen Precinct had to submit a data report to S.H.I.E.L.D. on Hell's Kitchen's current situation after the anti-gang operation.
Simply put, S.H.I.E.L.D. wanted to see whether the crackdown had achieved any results.
Jack already knew there definitely had not been any results. Kingpin and The Hand's interests had not been harmed, so those small-time peripheral thugs were nothing more than material for a pretty report.

Chief House froze for a moment. Just as he was about to offer a few excuses about how a dignified NYPD chief could possibly have ties to Hell's Kitchen gangs, Jack had already walked away without looking back.
As Jack followed the corridor down to the first floor, he saw Daredevil still standing at the information desk. Somewhat puzzled, he walked over.
"What's going on?"
Hearing someone question him, Daredevil turned toward the voice. Though he was blind, his sharper senses allowed him to analyze the image of the man before him through other sensations.
No cologne, not even body odor. This is someone who pays great attention to his appearance. But from the officers' chatter over the past few hours, this man seems to have some connection to S.H.I.E.L.D.
That intelligence organization founded during World War II...
