Background / History

S.H.I.E.L.D. is described as one of the successor organizations of the ancient Shield Brotherhood, which was established in 2620 BC to resist the alien Brood. Internal betrayal eventually split the Brotherhood into S.H.I.E.L.D., the Spear Bureau, and Hydra. 38

After World War II, S.H.I.E.L.D. had become disorganized enough to resemble a second- or third-rate department. During Alexander Pierce's tenure as director, field and desk-agent duties were formally separated in a broad institutional reform. 18

Nick Fury later created the S.H.I.E.L.D. Strike Team rather than concentrate all armed personnel under the field-agent division. This decision created lasting friction between Strike Team personnel and conventional field agents. 18

Major Operations

Banner capture operation

S.H.I.E.L.D. deployed to Central Park to assist Colonel Ross's attempt to capture Bruce Banner. Ross's hostility toward the agency led Jack Wilson to invoke emergency regulations and withdraw S.H.I.E.L.D. from the operation; Banner escaped. 1 3
