That unknown High-Grade World used a scheme that was impossible to counter as long as there were people at the bottom of society still yearning for power.
Unless someone spotted the problem early on and took advantage of the Infinite Tower's restriction by the World Rules to clear the tower outright, driving it from the world.
Otherwise, once the Infinite Tower began to expand and its final guardian grew stronger and stronger, the world would be stepping into the prelude to its destruction.
"According to the records, the Bat Monster's world should have been completely drained and destroyed by the Infinite Tower. Why would a remnant like this have ended up here?"
Green quickly noticed something was amiss. The Infinite Tower's power was clearly meant to drain a world completely. By rights, if the world's Essence had been entirely exhausted, its Rules would have withered and collapsed. A remnant like this shouldn't have existed.

For the first 1,000 floors, the Infinite Tower's stairs had been completely bare.
But the 1,000th floor seemed to be a tipping point. As Green descended, all sorts of objects began appearing along both sides of the staircase.
Ash-gray corpses, and densely packed bones and skeletons from all kinds of creatures, rapidly multiplied as Green continued downward.
Green noticed that a few items remained among the piles of corpses, mostly crystals or metal objects.
He picked up a metal helmet from among the remains. It felt soft and crumbly, like a biscuit that had been left damp
