Background and History
The Kree destroyed the Skrulls’ homeworld and hunted its survivors, leaving them refugees. On Earth, Nick Fury promised to find them a safe new home in exchange for their help. Skrulls assumed human identities and served as spies, informants, and soldiers, but Fury did not fulfill his promise 191 192 360.
Fury later recruited Talos’s people to infiltrate Hydra. Their presence on Earth was far larger than Fury believed: Talos disclosed that approximately one million surviving Skrulls were there. Skrulls had replaced people in positions of influence and kept the displaced humans alive in hibernation pods at their Chernobyl base, New Skrullos. Talos described the operation as a route to legal recognition and a permanent homeland on Earth; Fury demanded that the captives be released and the infiltration end 169 208 209.

- Division at New Skrullos — When Fury and Talos proposed surrendering to Homelander, Gravik rallied the radicals against them. Roughly two thousand Skrulls, particularly older survivors and families, sided with Talos rather than Gravik’s plan to destroy humanity with nuclear weapons 211 212.
- The Human Federation — Gravik’s followers replaced leaders and officials across the world. Nearly 200,000 Skrulls occupied influential posts as the Human Federation formed; its leadership then suppressed resistance by force 360 366 381.
- Loss of disguise — Skrulls under Talos’s protection were subjected to Vought medical procedures that permanently removed their shapeshifting ability. Talos regarded Fury’s departure during this period as a betrayal 355 356.
- Exposure and purge — G’iah revealed the infiltration to human leaders, and Gravik later confirmed his control of the Federation in a global broadcast. After a deadline for Skrulls to report to a designated zone, Vought deployed genetic-scanning Sentinels that killed Skrulls who remained in cities and pursued others into remote areas 360 387 388 405 406 414.
