Nick Fury said, "In the entire Western Hemisphere, you're the only one with a Super Prison. If you won't take him, are you expecting Apocalypse King to tie him to his belt? Or would you like to explain it to Apocalypse King yourself?"

General Ross was furious. Using Apocalypse King to pressure me?... Fine, he got me.

"But you can't tell me nothing about this or that. Without a classification, abilities, or threat level, how am I supposed to detain him appropriately?"

Superpowered humans possessed far too many unbelievable abilities. Without tailored confinement, at best they might escape; at worst, they might even kill their captors.

For example, to imprison the Hulk, all they needed was a sufficiently sturdy cell—though none had been found yet.

But criminals with mind-control abilities needed to be locked in cells that blocked mental power. Anyone entering had to wear a mental-suppression helmet so their mental abilities could not function.

Nick Fury thought, I'd actually prefer him to have some superpowers, so I can explain this to the public. If he were just an ordinary person, I wouldn't be sending him your way.

But what came out was, "Don't worry, it's fine. Just lock him up anywhere."

The dismissive tone made General Ross's veins throb. He roared, "You want me to lock him up anywhere? Apocalypse King personally captured this supervillain. If something goes wrong, are you taking responsibility?"

"Relax, nothing will happen. Don't worry about it. All right, all right, I'm busy. That's it."

General Ross stared blankly at the disconnected call, seething inside. How had someone as irresponsible as Nick Fury become director of S.H.I.E.L.D.? How was he supposed to protect Earth?

I can't be as careless as him.

So General Ross activated the highest-security cell in the Super Prison and locked Snakehead
