Some time ago, Hogwarts organized a trip to Hogsmeade Village for the third-years. It was basically like a school-organized spring outing in his previous life.

Harry might not have been able to go, since it required a signature from a parent or guardian.

In the past, the Dursleys definitely would not have signed it for Harry.
