The complete Gundam, Freedom Gundam, inspired awe with its power, but Shaye knew well that mighty military strength was the foundation of protection, not the end goal of development. The Land of Wind's true rise lay in fundamentally changing its barren landscape. After completing Freedom Gundam's final calibration, his focus returned to an undertaking even grander and more fundamental—the Ecological Transformation Plan.
The Northwestern District, this vast sea of sand that had become increasingly "stable" after Shukaku settled there, became the next core target of Sunagakure's Ecological Transformation Plan. Compared with East Sea Bay, it lay at a lower latitude, received more sunlight, and possessed more favorable potential climatic conditions. Once successfully transformed, its production of food crops and cash crops would far exceed that of East Sea Bay.
The enormous blueprint was laid out within the Sunagakure Research and Development Department. Standing before the projection, Shaye issued instructions to a team composed of puppet engineers, Earth Release and Water Release ninja, and agricultural specialists.
"The plan will proceed in three steps. First, we'll establish a large-scale Ecological Puppet Formation along the coastline!"
Along the coast, hundreds of improved Modified Sea Water Purifier puppets were deployed. They were larger and more efficient than the first-generation models. Their cores also used miniaturized natural energy conversion technology, giving them lower energy consumption and longer continuous operating times. Like a forest of steel, they stood along the shore, rumbling day and night as they drew seawater and separated it into fresh water and crude salt. The crude salt was loaded directly onto carts through newly constructed conveyor-belt puppets and transported to warehouses, while streams of clear water flowed through enormous temporary pipelines into newly excavated reservoirs whose inner walls had been hardened with Earth Release.
"Second, stabilize the sand and plant forests. Shape
