Background / History

Hiruzen was born into the Sarutobi Clan, a renowned shinobi family whose members could wield all five elemental chakra natures. As the eldest son of Sarutobi Sasuke, he was personally taught by Hashirama Senju and Tobirama Senju, eventually mastering the five basic releases and earning the title “Professor of Ninjutsu.” 298

As Third Hokage, he cultivated a broad political faction and initially considered Orochimaru his most suitable successor. His other important protégés and allies included Tsunade, Jiraiya, Hatake Sakumo, and later Minato Namikaze. 64 213

Hiruzen’s relationship with Shimura Danzō was defined by long-standing rivalry. He initially elevated Danzō to restrain the Advisor Faction, but Danzō’s growing ambition, covert operations, and wartime failures eventually made him a political threat to Konoha itself. 176 422

Appearance

In his prime, Hiruzen is described as tall and strong, with a sharp gaze and a habitual pipe. 15 During the later war, prolonged stress leaves him visibly exhausted and unkempt.

  • Frequently smokes a pipe. 15 419
  • Wields a staff through his summon Enma. 298 318
  • Later appears with a disheveled beard, sunken cheeks, dark circles, and bloodshot eyes amid heavy smoke in the Hokage’s office. 419

Personality

Hiruzen is politically pragmatic, observant, and capable of ruthless decisions when Konoha’s survival is at stake. He authorizes covert interference, military mobilization, and ultimately considers the use of Impure World Reincarnation when conventional options fail. 213 419

He is also an effective leader of ordinary shinobi. Rather than humiliating guards caught gambling during wartime, he uses the incident to restore their dignity and renew their commitment to defend Konoha. 342

His leadership is complicated by factional calculations and personal attachments. He protects Orochimaru for years despite recognizing his moral decline, manipulates Danzō’s ambition to remove him from direct influence, and later uses Konoha’s wartime crisis as an opportunity to weaken entrenched internal interests. 422 439 440

Abilities & Skills

Five Nature Transformations

Hiruzen possesses chakra natures in Fire, Water, Wind, Lightning, and Earth Release, a defining trait of the Sarutobi Clan. 298

  • Creates Shadow Clones to launch simultaneous elemental attacks. 298
  • Combines Water Release and Lightning Release into a Lightning-Water Dragon Bullet. 298
  • Uses Fire Release: Great Flame Technique, Water Release: Water Dragon Bullet, Wind Release: Gale Cyclone, Lightning Release: Thunder Dragon Cry, and Earth Release: Earth Dragon Bullet. 298
  • His versatility allows him to respond to opponents with differing elemental specialties. 298

Shadow Clone Technique

Hiruzen creates multiple Shadow Clones in high-level combat, using them to multiply both his offensive options and elemental combinations. 298

  • Produced four clones while confronting Keiko, allowing five simultaneous elemental attacks. 298
  • His clones were destroyed by Keiko’s Sage Art: Wind Release: Rasenshuriken. 298

Taijutsu and Staff Combat

Even against Sage Mode-enhanced Keiko, Hiruzen’s taijutsu is sufficient to fight at close range. 298

  • Uses Enma’s transformed Adamantine Staff as a primary close-combat weapon. 318
  • Defended against Keiko’s Iron Sand barrage by spinning his staff rapidly enough to block every projectile. 297
  • Personally fought during the defense against Sunagakure’s puppet offensives. 318 319

Summoning Technique

Hiruzen can summon Enma, who transforms into the Adamantine Staff to support him in battle. 298

  • Used Enma to scatter large numbers of attacking wooden puppets. 318
  • Relied on Enma during his duel with Keiko at Lishi Fortress. 298

Military and Political Leadership

Hiruzen directs Konoha through alliances, war planning, internal factional conflict, and eventual negotiations with Sunagakure. 15 213 481

  • Approved the alliance with Sunagakure to reduce Konoha’s western military pressure. 15
  • Ordered Sakumo to position 3,000 shinobi along the Lightning–Fire border as a deterrent. 213
  • Organized Konoha’s large-scale defense after the failure of its campaigns against Sunagakure. 323
  • Recognized that Konoha’s defeat required reform rather than simple military escalation. 440

Story Role / Major Arcs

Alliance with Sunagakure

Hiruzen and his advisors judge Kazekage Keiko’s actions to be strategically sound and conclude that an alliance with Sunagakure would benefit Konoha. He orders a grand welcome for Keiko and later formalizes the peace and alliance agreement. 15 17

Conflict with Danzō

As Danzō’s influence expands through ANBU and Root, Hiruzen attempts to preserve his own authority by promoting Sakumo and Orochimaru into Konoha’s standing committee. 176 213 Their rivalry intensifies after Danzō pursues unauthorized operations, conceals failures, and seeks the Hokage position for himself. 236 422

Third Shinobi World War

Hiruzen authorizes Konoha’s three-pronged campaign against Sunagakure after the iron-ore crisis devastates Konoha’s finances. 272 At the Battle of Lishi, he personally confronts Keiko with five simultaneous elemental techniques and matches him briefly in close combat. 298

Konoha’s campaign deteriorates after Keiko escapes a coordinated Nara, Yamanaka, Akimichi, and barrier-based ambush through Flying Thunder God. 317 Hiruzen then leads the defense against Sunagakure’s successive puppet offensives, but the East Route Army suffers catastrophic losses. 318 319 320

Konoha’s Wartime Crisis

As the war reaches Konoha, Hiruzen struggles with declining morale, military exhaustion, and Danzō’s growing political power. He restores morale through direct contact with frontline soldiers and relies heavily on Minato’s strategic judgment. 342 343

After becoming physically exhausted and apparently resigning during the war, he allows Danzō to become Fourth Hokage. 420 However, he continues exerting influence behind the scenes, criticizing Danzō’s failures and treating the latter’s rule as proof that Danzō cannot bear the responsibility of leadership. 439

Negotiations and Later Years

Hiruzen represents Konoha during negotiations with Keiko, the Third Raikage, and Pain. He is forced to accept public responsibility for Konoha’s anti-@@REF_ENTITY_16398642@@ proclamation before talks can proceed. 481

In later years, he remains Hokage despite advanced age and Konoha’s economic decline under Sunagakure’s sustained pressure. 514 After repeated crises, including Orochimaru’s assault on the village, Hiruzen dies without appointing a successor. 516
