Background

Fugaku initially led the Uchiha through compromise with Konoha. Believing the clan’s reputation was already damaged beyond repair, he sought gradual improvement through cooperation with Minato Namikaze and the Hokage faction rather than open confrontation. His caution put him in direct conflict with his cousin, Uchiha Kyu, who blamed him for the clan’s political weakness and inability to resist suppression 1 2.

During Kyu’s rebellion, Fugaku was summoned to the Hokage Building and attempted to clear the Uchiha of responsibility for the disappearances targeting Konoha’s major clans. Fugaku begins as a cautious and conciliatory leader. He fears that direct resistance will destroy the Uchiha, values Konoha’s stability, and repeatedly attempts to resolve crises through negotiation.
