Even Lynn only saw him once every few months if he did not go to the Harbor Inn.
But both Hill and Lynn understood... Telly was still young and interested in the world. Once he got older, he would probably be like other dragons, sleeping whenever there was nothing to do and only going out every few decades or centuries to see whether anything new had happened.
So they had tacitly chosen to let Telly fly freely.
