At first, Hill didn't understand why they had chosen to meet on the planet instead of out in the Starry Sky. After thinking it over, he realized that their prospective partner had to be capable of slipping into the world without Oaisis noticing. Otherwise, there was no point in negotiating.
If they had to help the other person get in, why find someone to drag them down and take a share of the spoils?
Besides, if Aoskar had found someone like Alexei inland, he would never have approached Triton to discuss a plan. The same logic applied: Triton's reach didn't extend that far, so why recruit an ally who couldn't help him yet?
