It looked as though William had worked things out with the world the Moon Clan came from, and the Undead's world clearly had no objection to the two groups meeting.
That meant both sides were confident they could keep anyone from growing suspicious. The Undead's world had even provided a perfect excuse... William's web might be tightly woven, but its foundation still depended on the clues supplied from that side.
Good. Once Hill set that worry aside, he began watching the Undead below.

Oh, he saw. First they divided the fan-shaped camp into equal sections, then drew row after row of fan ribs... It was a forty-rib fan!
The Bone Devil and Black Rose each got one of the two thick outer ribs. The rest seemed to be assigned inward according to how close each group was to them and how strong it was in battle.
Granted, the ribs were rather thick. If Hill hadn't been looking down from so high up, he probably wouldn't have recognized it as a folding fan.
The spaces between the ribs seemed to have been allotted to independent players and some PVE families... Well, after numbering the spaces with little ceremony, they had everyone form groups and come draw lots.
Wherever they drew was where they went.
After that, everyone assigned a plot cleared it themselves. The groups along the ribs finished quickly because their plots had been assigned earlier and they had unified leadership, but the others weren't much slower.
After all, they only had to agree on where to put their houses. Unlike the PVP families, they didn't need to build watchtowers of varying heights at certain points along the ribs.
That was why the independent players and PVE families had no complaints about the alliance's heavy-handed
