Sometimes, things only seemed useless because no one had found the right way to use them.
Take fireworks, for example.
In Minecraft, fireworks actually dealt damage. Under normal circumstances, though, they were launched into the sky and could not hit enemies at all.
But there was a way to correct their trajectory: a crossbow.
Loading fireworks into a crossbow allowed them to be fired straight in whatever direction one wanted, exploding only when they hit something or reached their maximum range.
The explosive power of fireworks was proportional to the Firework Stars—or rather, the amount of gunpowder—packed inside them. At maximum, they could deal over ten points of damage, about as much as a fully enchanted bow shot from Li Wei. However, they dealt area splash damage, making them more effective overall.
Against weak creatures without armor, these things might still have some killing power. But against a dragon whose armor was thicker than Netherite...

Neither was able to pierce the dragon's armor, but judging from Smaug's expression and the extent of his anger, the fireworks must have at least made him feel something. They could not be considered entirely useless.
Best suited for targets with relatively low armor, such as Orcs or Wargs.
