Many Inquisitors were actually Psykers. These Psykers often had to fight on the front lines, and some even fought Daemons, so this tea was practically a necessity for them.

Li Qinwu could produce such necessities, and in such quantities.

Out of those six hundred leaves, he had to keep some for himself and occasionally brew tea for the entire crew aboard his warship, lest some cultist suddenly crawl out of the ship now and then.

After adding it all up, Li Qinwu gave a number.

"How about this, sir? From now on, I'll provide the Inquisition with three thousand tea leaves every six months."
