The Land of Water's daimyo was the first to nod. "Since everyone agrees, let's approve it as soon as possible."
The Land of Lightning's daimyo did not hesitate either. "I agree."
The Land of Wind's daimyo, however, looked utterly miserable.
"I object. If the Allied Shinobi Forces are formed and the shinobi gain too much power, they'll only become harder to control afterward. Didn't Konoha become what it is today because the Nine-Tails' power was too great?"
The Land of Fire's daimyo immediately sneered.
"Of course you'd say that, now that Sunagakure is gone. But those arrogant fools who show Mu respect for rank are now inside the Land of Fire. Are we supposed to just stand by and do nothing? This time, we must wipe them out completely!"
