Background / History

Konoha is initially described as a “beacon” of the ninja world. Despite Chiaki Setsuna’s inability to perform even the basic Three Body Technique, the village allows him to remain at the Ninja Academy because his parents were Chunin who died with merit during the Second Shinobi World War. 1

After Setsuna kills a Hidden Cloud Jonin and two Chunin while still an Academy student, Minato Namikaze and Hiruzen Sarutobi recognize that the Academy’s ninjutsu-centered graduation rules fail to accommodate exceptional specialists. Konoha subsequently promotes Setsuna to Genin and establishes a specialty-student system for pupils with uneven abilities. 3 5

The village faces repeated pressure from Hidden Cloud, including demands to surrender the shinobi responsible for the failed kidnapping of Kushina. Hiruzen refuses to yield, arguing that surrendering Konoha’s people would invite further aggression. 2 9

During the Joint Chunin Exams, Sunagakure and Iwagakure exploit the Third Kazekage’s assassination to accuse Konoha of protecting Shimura Danzō. The political confrontation escalates into open war, though Hiruzen publicly frames Setsuna as the hero who held off the hostile forces alone. 67 76

Konoha later allies with rebuilt Sunagakure, secures a ceasefire with Iwagakure, and receives Kirigakure’s surrender after Setsuna defeats Madara Uchiha. These victories establish Setsuna as the central figure in ending the Shinobi World War. 82 111 112

Setsuna’s western force consists of 4,000 Konoha shinobi and joins 6,000 Sunagakure shinobi in the Land of Grass. Under his command, the alliance launches a surprise offensive against Kitsuchi’s 13,000-strong Stone force. 83 84

Political Transformation

After returning with Kirigakure’s alliance pact, Setsuna becomes Konoha’s uncontested Hokage candidate. Before the Land of Fire daimyo can approve the appointment, his representative demands that Konoha capture Nagato to revive the daimyo’s dead cat. Setsuna rejects the order and declares that he will command all armies of the Land of Fire. 112

Setsuna gives the daimyo three days to surrender military and financial authority to Konoha. He frames the new order as merit-based rather than hereditary and declares himself the “greater good” capable of preventing further wars. 113

The daimyo responds by leading a 100,000-man army against Konoha. Setsuna summons Kurama to break the force; the Nine-Tails kills the daimyo and destroys the Land of Fire’s noble district, killing most powerful nobles. The event becomes known as the Nine-Tails Rebellion. 114

The fall of the Land of Fire’s noble regime prompts other nations to transfer or concede political authority to their shinobi villages, ending the era of daimyo-led rule. 114

Continental Conference and Reverie

Konoha expands the Five Kage Summit into the Continental Conference, inviting both the Five Great Ninja Villages and smaller villages—including Kusagakure, Hidden Frost, and Hidden Star—to discuss the “Order of the New Era.” 114

Following Satori’s defeat, the conference establishes the Reverie system with Setsuna as its first chairman. It unanimously approves five reforms:

1. Restricting ninja from casually using ninjutsu against civilians.
2. Expanding Ninja Academies and compulsory education.
3. Prioritizing ideological and moral education alongside combat training.
4. Maintaining military readiness against external threats.
5. Resolving dangerous historical issues, including the Hidden Star meteorite and the Chimei. 116

Internal Reforms

Hyuga Clan

Setsuna pressures Hiashi Hyuga to abolish the Bird in a Cage seal and reform the main-family/branch-family system. In return, Konoha promises to protect the Hyuga’s Byakugan from theft and pursue anyone who targets the clan’s bloodline. 116

Uchiha Clan

Rather than punish the Uchiha for contemplating rebellion, Setsuna reforms the Konoha Police Force. The force must recruit shinobi from other clans and receive law-enforcement instruction from Minato Namikaze, with an emphasis on strength, public service, and oversight. 116
