Hiruzen Sarutobi's Administration
Hiruzen Sarutobi served as the Third Hokage during Setsuna’s Academy years. He recognized Setsuna’s endurance despite his inability to perform basic ninjutsu, publicly defended his worth, and granted him Genin status after his victory over Asuma Sarutobi. 4 5
Hiruzen rejected Danzō’s proposal to use Setsuna as a Hashirama-cell experiment subject, arguing that a village that could not protect the children of shinobi who had died for it had no purpose. 9

Setsuna declared that he would command all armies of the Land of Fire and ordered the daimyo to surrender military and financial authority to Konoha within three days. 112 113
When the daimyo led a 100,000-man army against Konoha, Setsuna summoned Kurama to break the invasion without indiscriminately massacring ordinary soldiers. Kurama killed the daimyo and destroyed the Land of Fire’s noble district, eliminating most of its powerful nobles. 114
