Hiruzen Sarutobi's Administration

Hiruzen Sarutobi served as the Third Hokage during Setsuna’s Academy years. He recognized Setsuna’s endurance despite his inability to perform basic ninjutsu, publicly defended his worth, and granted him Genin status after his victory over Asuma Sarutobi. 4 5

Hiruzen rejected Danzō’s proposal to use Setsuna as a Hashirama-cell experiment subject, arguing that a village that could not protect the children of shinobi who had died for it had no purpose. 9

As Setsuna’s strength became undeniable, Hiruzen placed him under Hizashi Hyuga’s supervision, entrusted his team with increasingly dangerous missions, promoted Setsuna to Jonin, and named him commander of Konoha’s Western Army Group during the war. 12 22 82

Setsuna's Succession

After returning with Kirigakure’s alliance pact and effectively ending the wider war, Setsuna was celebrated throughout Konoha as a hero and the “God of Shinobi.” 112

Hiruzen formally resigned and nominated Setsuna as his successor. Jiraiya, Orochimaru, Tsunade, and the assembled Jonin offered no competing candidate. 112

The Land of Fire’s daimyo attempted to make Setsuna’s appointment conditional on Konoha capturing Nagato to revive the daimyo’s dead cat. Setsuna rejected the demand, declaring that the daimyo had no right to determine the Hokage. 112 113

Authority and Political Transformation

Break with the Daimyo

Setsuna declared that he would command all armies of the Land of Fire and ordered the daimyo to surrender military and financial authority to Konoha within three days. 112 113

When the daimyo led a 100,000-man army against Konoha, Setsuna summoned Kurama to break the invasion without indiscriminately massacring ordinary soldiers. Kurama killed the daimyo and destroyed the Land of Fire’s noble district, eliminating most of its powerful nobles. 114

The resulting Nine-Tails Rebellion ended the political dominance of daimyos and hereditary nobles across the ninja world. The Lands of Water, Earth, Lightning, and Wind subsequently transferred greater authority to their hidden villages. 114

Continental Conference and Reverie

Setsuna expanded the Five Kage Summit into the Continental Conference, inviting leaders from both major and minor ninja villages to determine the “Order of the New Era.” 114

After Satori’s defeat, the assembled leaders established the Reverie system, with Setsuna unanimously approved as its first chairman. 116

Clan Reforms

• Hyuga Clan — Setsuna pressured Hiashi Hyuga to abolish the Bird in a Cage seal and reform the main-family/branch-family system. He also pledged Konoha’s protection against Byakugan theft. 116
• Uchiha Clan — Setsuna refused collective punishment over the clan’s rebellion plans but ordered the Uchiha Police Force to recruit other clans’ shinobi and receive law-enforcement instruction from Minato Namikaze. 116
