Background and History
Smoker was a Marine Headquarters officer and a Logia Devil Fruit user. His insubordination, particularly toward Akainu, led Headquarters to reassign him to the East Blue. Hina, an academy contemporary, volunteered to take him there aboard an experimental warship. They argued repeatedly during the voyage but worked together when they discovered Enel observing the ship 124.
Smoker and Hina tried to capture Enel with a Seastone-tipped weapon and Hina's restraints. Enel incapacitated both, and Leo's group took them prisoner. Smoker initially regarded Leo's declared plan to overthrow the World Government as a threat that had to be reported to Marine Headquarters 125 126 127.
During captivity, Leo brought Smoker and Hina to Cocoyasi Village to witness the villagers confront their oppressors. Smoker protested when Leo let civilians fight Fish-Men and offered to fight in their place. He remained skeptical of Leo's crew, but began questioning why people no longer trusted the Marines to protect them 129 133 139.
Smoker later unlocked his Seastone handcuffs and escaped with Hina on a smoke-propelled motorcycle. He refused to leave her behind, even though carrying her reduced his chance of escape. Ace intercepted them, knocked Smoker unconscious, and sent him into the sea; Leo ordered him rescued 156 157. After further time with Leo's group, Smoker offered to join as a mole, an intention Leo recognized immediately. He did not commit to Leo's cause at that point 172.
At a Revolutionary Army meeting, Leo still introduced Smoker and Hina as prisoners who accepted only part of the army's views 195. Smoker eventually chose to stay after another opportunity to leave. He and Hina agreed to go to Enies Lobby with the Revolutionary Army on the condition that its members leave the fighting and capture of Marines to them rather than kill them 219.

Smoker is tall and burly. He is repeatedly shown with a cigar and carries a Seastone-tipped jitte 124 125 441 541.

Personality
Smoker is stubborn and unwilling to yield when he believes he is right. This caused friction both with Marine Headquarters and with the equally assertive Hina 124. His idea of justice centers on protecting people: he objected to civilians being put in danger at Cocoyasi Village and insisted on sparing Marines during the Enies Lobby attack 133 219.
His defection did not make him indifferent to his former comrades. After the war, he argued that joining the Revolutionary Army could shorten the conflict and reduce deaths in the long run. He also expressed remorse over Zephyr's death 441 442.
