Rule over Skypiea

Enel takes the position of God after defeating Gan Fall and the God Soldiers. His conquest reinforces his belief that he is untouchable: ordinary weapons pass through him, and no local opponent can effectively challenge his lightning powers. He relocates the God Soldiers’ families to Angel Island and preserves the soldiers as laborers for his intended Ark Maxim 86 90 91.

His stated ambition is to reach the “vast, uncharted land.” On meeting Leo, he attempts to recruit him and treats Ace and the other fighters as prospective subordinates rather than credible enemies 86 91.

Defeat and Captivity
