Background / History
The original Revolutionary Army was founded by Dragon, whose refusal to become a pirate and ability to travel among the Four Seas enabled revolutionary thought to spread. Dragon inspired figures such as Ivankov and Bartholomew Kuma, while Four Seas commanders maintained regional bases and food-producing contacts. Its early structure emphasized ideological purity, limited recruitment, and guerrilla resistance rather than large-scale mobilization. 160 167 192
Leo initially operated his own Revolutionary Army faction in the Grand Line. His force recruited pirates, Marines, villagers, and powerful combatants, including Ace, the Spade Pirates, and Iska. After meeting Dragon at Shimotsuki Village, Leo challenged the old army's strategic direction. Following its victory over the Marines and capture of major World Government figures, the Revolutionary Army transitioned from a revolutionary force into a governing power.
