Background / History

Before Enel's rise, Gan Fall ruled Sky Island as its old God. His forces were repeatedly pushed back by the newer generation of Shandia warriors, whose combat power gave them a decisive advantage in the conflict. 84

Enel later drove Gan Fall from power without killing him, seized the position of God, and turned the God Soldiers into his own instruments. By the time Leo's group entered the God’s residence, Gan Fall was badly weakened, leaning on a knight’s spear and relying on his flying horse for support. 90 91

Following Enel's defeat, the Sky Islanders invited Gan Fall back to serve as their ruler. Leo instead proposed a unified nation in which the Shandia and Sky Islanders would live as equal citizens. Gan Fall was subsequently elected as one of four representatives alongside the Shandia chief, Wyper, and God Squad captain McKinley. 92 94

Gan Fall attended Leo's economics course with the other Sky Island representatives, where they discussed establishing a currency-less nation founded on internal credit and differentiated rewards for work. 100 Leo later appointed him Minister of Education, tasking him with selecting and organizing capable adult teachers for Sky Island children. 101

By the time of the Revolutionary Army's departmental organization, Gan Fall had become Minister of the Resource Department. His responsibility was to coordinate logistical resources while keeping Revolutionary Army supplies distinct from Sky Island property. 288
